Job Opportunities in Rail Transport – Senior Section Engineer(SSE) and Junior Engineer(JE)

The next RRB-2014 examination of all centers for the post of Senior Section Engineer and Junior Engineers in Railways is announced and on-line application will start on 20th Sept. 2014. The examination for JE and SSE will held on 14th and 21st Dec. 2014.  All those possessing Engineering Degree are eligible for SSE and Diploma holder for JE shall start their preparation and be  ready. Check the branch eligibility for different types of posts. You may have many quarry about your eligibility, job profile of a category of a post, likely place of posting etc. Be free to write on the comment column and I will reply to the best of knowledge and information.

There are following technical department in Indian Railways recruiting Engineers for supervisory level functions. The technical departments are

  • Civil Engineering popularly called in Indian Railways as Engineering Department. It should not be mistaken as the only technical department. The department is responsible for maintenance of track, bridges, buildings, water supply, essential amenities at Railway Station etc.
  • Mechanical Engineering responsible for maintenance, operation and production of coaches, wagon, diesel locomotive, etc.
  • Electrical Engineering is responsible for maintenance and operation of electric locomotive, electrical multiple unit, Traction distribution, general services, train lighting and air-conditioning etc. The department is also responsible for production of electric locomotive and associative role in production in mechanical shops.
  • Signal and Telecommunication is responsible for maintenance of signalling and telecommunication assets.

Minimum Qualification

The minimum qualification for SSE and JE  is Graduate and Diploma in respective branch  as mentioned in the  vacancy notice. There are many equivalents for graduation and diploma in engineering and eligibility shall be checked from the vacancy notice before hand.

Importance of Designation

Calling oneself as an Engineer is a feeling of pride in today’s professional market.  Designation plays an important role in defining the job profile of the person. In good olden days, the designations were like Inspector of Works (IOW), Permanent Way Inspector (PWI), Foreman, Signal Inspectors (SI) etc. Designations which are added with ‘Engineer’ have job pride along with associated market and matrimonial value. Therefore, on demand of association, the designations were changed as SSE, SE, JE etc. with job responsibility given in bracket e.g. IOW, PWI or Traction Foreman became SSE(Works), SSE (P Way) or SSE(TRD) etc. However, the earlier  designations were so popular, that even today, at many a times, these designations are used during informal chats.

One can find the office of SSE/P way, SSE/Works, SSE/Signal, SSE/TRD very commonly found near a Railway Station.

Importance of the Cadre in the organisation

This cadre is having functions and responsibilities  of Supervisory nature. A work force is assigned to him for maintenance, operation or construction works. Construction and part of the maintenance works are done through work contracts and the supervisory cadre ensures execution.  This cadre is an interface between Management and staff and plays a vital role. The cadre works in  the field and observing all functions related to maintenance and operation of  assets under his control.

The most important responsibility is ‘safety’ towards running of trains assigned to each level in this cadre. Therefore, vulnerable to disciplinary action  for any wrong doing.

50% of the total vacancies in the (SSE+JE) cadre are filled up through direct recruitment from Railway Recruitment Board. 20% of the posts are filled up directly as SSE with minimum qualification of Degree where and 80% as JE with minimum qualification of diploma in respective branch. The balance 50% is filled through department promotion from artisan cadre.

Future prospects and promotional avenues

Directly recruited SSE or JE are eligible for appearing in Limited Departmental examination (LDCE) for promotion to Junior Scale Assistant Engineer after completion of 5 years of service. There is every possibility of someone getting selected at the first opportunity, if it is so, he can go up  in the cadre almost on line with Class I officer cadre. It is generally observed that directly recruited SSE having sincerity, dedication and stamina to prepare for the examination can certainly find an opportunity to qualify in the examination within 10 years of the career.

There is a possibility of graduate engineers joining as SSE and getting frustrated soon as the job profile may not match what they had in their mind while studying engineering. If they have the confidence of clearing LDCE examination within reasonable time, this is also an alternate opportunity for all those who otherwise could not qualify through UPSE to enter officer’s cadre of Indian Railways. Therefore, graduate engineers shall examine all possibilities with pros and cons and decide for their career.

It is important to note that a graduate engineer having strong desire to go only for Govt. job, may also look for option to appear in the written examination of JE as well. This is so because, he is  still eligible for appearing in LDCE examiantion, and if hard work associated with luck smiles on him, he succeeds.

As regards, diploma holders, this is one of the best job opportunities and shall prepare with all throttle   for the RRB examination.

Opportunity to go to PSUs on deputation

Indian Railways provide good opportunity to join Railway PSU as well on deputation or permanent absorption later on. The PSU organisations are IRCON, RITES, RVNL, DFCIL, MRVC etc. Beside this other PSUs related with Railway Transport such as Metro Railway Corporation also considers such candidates favorably.

Salary

The pay scales are well defined in the vacancy notice. Beside this you get DA which is presently 90% of the basic. 7th Pay commission has been announced which always brings good news. You are also eligible for

  • HRA but there is equal possibility of getting a Railway house if posted in sub-division.
  • Free Medical facilities in Railway hospitals
  • Maximum of three nos of free privilege passes for you and your family any where India along with 3 nos. of PTO where you pay 30% of the fare.
  • You get sufficient leave i.e. 30 day leave on average pay, 15 days on half average pay on medical ground, 8 nos.  Casual Leave, paternity leave etc. but the issue is getting sanctioned.

In any case, the salary is much better than any other option that both Degree ( from other than Premier or A grade institute) or and Diploma holder may be looking for.

 Why you should not Join?

There are only few reasons that I consider relevant and take be judicious call before  joining Indian Railways

Transfer

Now days, there is only one examination for all the RRBs and therefore one should  submit his application for that RRB whose jurisdiction falls in that area where you are looking  for posting and working during supervisory cadre. Vacancies are assessed by Railway HQ for each division and forwarded to respective RRB in whose jurisdiction the Division falls. This will ensure your very likely posting in the  Division of your choice or at least nearby. Once posted in that division, you may be posted in any sub-divisional office in the division and may also undergo transfer whenever required. As per the prevailing trend, there is a stability of 5-8 years at one place.

Don’t join Indian Railways, if you don’t want to move out from your parental house.

Growth

There is no out of turn growth in Indian Railways and therefore, if you want to fly or looking for quick jumps, then Indian Railways is not a good option.

Shirker

If you are a work shirker, you may be ok for few month/years but not sustainable. If you still join, then it will bother you with transfer, frequent firing, promotion and humiliation. Therefore, better avoid it. Shirkers cannot survive in Railways. Yes, you can possibly if you know the art of pleasing your boss or good in works which calls for managing work with other department or liaison work.

Understanding Boss

All along your career in Indian Railways you will have a boss. There is no organised training for management of boss.  If you don’t have the skill and understanding of boss management, it may be sometime be very frustrating. The best and simple way to manage your boss are

  • Boss is always right
  • Never Argue and always be in agreement to his suggestion; you may politely tell him at a later date if his suggestion does not have a value
  • Keep you ego away from the profession and 100% percent away while dealing with the boss

      Every subject of engineering is sum total of all branches of engineering. Electrical and Mechanical equipment uses electronics items extensively and Railways find it difficult to handle when there are no electronics back ground supervisors. It is for this reasons, electronic engineers have to play a role. Post at serial No. 2 and 3 is having extensive use of electronics whereas in other areas, it is limited. I would like to say that, in case you possess good knowledge of electronics and strong aptitude, Railways will certainly find a job of your satisfaction in long run.

      Sir, i am from kerala, and got selected as SSE in C&W trivandrum division, ..i am presently working as J.E in bsnl at my hometown.
      the problem with bsnl is that we may not get the pay revision in 2017 bcs the company is in loss.So i enquired about people working in railway about the job.most people are saying its high tension and risk filled job..but i cant understand what causes such tension .they are saying if u have some other job dont come to railways…even they are trying to get out of railways . So i am in huge confusion…is carriage & wagon a very difficult department to work? is it so difficult to survive ?will i have to regret if left the job at bsnl and join railways?pls help…

    Are group C employees eligible to go on deputation in various organizations?

      Yes, but depending on your experience and job advertised by PSUs. Now-a-days all PSUs are going for their own engagement in group C. Only your worth and connections can take you to PSUs. The upcoming PSUs offer better opportunity and not the old one who are almost saturated.

      Rakesh, You have failed to read the article carefully. This article is to guide the syllabus one should prepare for the examination which covers many branches of engineering not all. There is a common questions paper for the categories as specified there in the advertisement.

          Santosh exams for the requirement of 2015 is over. There is no time table for conducting JE/SSE examination as if now. the vacancies are generally advertised once in two years. So I don’t think there will not be any advertisement in 2015 and also in the first half of 2016. Use this time for preparation.

      I am not clear with your question ‘how far’ means what? Being lady, you will certainly be accommodated during day working hours.

          Yes, women are working as senior section engineer. I am unable to say how many in ratio or percentage. SSE is a supervisory post.

    Sir, I have been called for document verification for the post of SSE. But the result says 30% extra candidates have been called for DV so what if more candidates turn up than the vacancies given? Will the criteria be merit then because no category-wise merit list has been published.

      Yes criteria will be merit and the vacancies advertised for different category such SC, ST, OBC and UR etc. I am of the opinion that drop outs in SSE is more as compared to JE. Rest depends on situation to situation.

        Sir, is it true that it takes over a year before getting the actual posting ? Also sir there have been cases of candidates getting no communication from railways even after DV is completed , for as long as one year . If this is true the panel must have expired for such candidates hence what will be the fate of such candidates.

          With the completion of DV, the panel is formed and advised to respective Railways. The respective Railways assess the vacancy again the direct recruitment quota in the Divisions falling in the zone of that RRB, and after the said exercise is completed, the call letters are send. It so happens that many candidates don’t join when the call letters are sent. After some time, Railways ask the RRB for supplementary panel. The left over candidates are advised at that stage. Therefore, this continues and may take about a year for the entire exercise to be completed. The process is fare and hoping for the best is best option that you have.

            Surely sir, one can only hope for sooner joining after DV. Is there a minimum time gap between DV and joining date ( 6 months as told by some previous candidates ) for all the departmental processes involved throughout.

      Ramu I doubt if you can change the category at this stage. You have to accept the cadre of track machine, which certainly be very different as compared if you had been in Electrical cadre.

      I don’t think it should cause any problem becuase the same is considered to available with them. The verification of douments are required in support of what you have stated in your application.

    After completion of DV for SSE at RRB, final list is published and i could not find my roll number on that list. On enquiry at RRB, I was told that the roll nos. not published in final list are kept in waiting. I am from UR category. Is it sensible to be hopeful about waiting list clearance ?

      Very difficult to say. My understanding is that shortfall in SSE may be more than that of JE. If this shortfall is known before making the final panel you may get the call now itself otherwise it is a long waiting and also not sure. This depends only if the Railways ask for replacement of short panel of the candidates does not join. This happens very rarely. Better start preparing for other options.

      Generally RRB examination cycle is once in 2 to three years. You can certainly expect ALP before middle off 2016 and JE by end of 2016.

    In computer hardware and maintenance.
    At government polytechnic college, Palakkad,Kerala.which is accepted by Kerala government as equivalent to electronics engineering diploma.
    I have the equivalent certificate for the same.
    Sir,my doubt is am I eligible to apply for the post of junior engineer ( electrical)??

      I cannot say. You may check up the college or if you apply and the same in not admissible, it will certainly pop up for not admissible.

      Yes, you will be able to work in electrical department as well. Say in TRS, the electrical locomotive consists of large many parts requiring knowledge of electrical engineering and fit in very well. In other fields also, the technical knowledge of electrical can be gained during on job working. You should not be afraid of this.

    I belong to bulandshahr, U.P. In the advertisement, it was given that bulandshahr was one of the tentative exam centres.Will i get my hometown as exam center.

      From the advertisement, Bulandshahar is clearly mentioned. Tentative means that if there is some unavoidable reason, it can be removed from the list by giving the nearby center. You should be confident of getting your hometown.

    Sir, the recent recruitment notification for SSE and JE on sept 2015 was an unpredictable one as the previous recruitment for the posts were done just some few months back. So can it be expected on next year 2016 too? And I am starting my final year of B.E this july 2015 and will be completing B.E ECE by 2016.     I already asked a question to you about my eye problem ( short sight power-4) but you did not reply yet . In the advertisement medical standard is a3( maximum power -2) I don’t fell this category .but my friends who are already working in railway told me that it may not be become a problem .I short listed in work shop and they told work shop medical is c3 ( advertisement all category a3 )
    This is not a solid clarification. So if you have any information about it please share.

      How does it matters to your even if it is 25K. Will you not prepare if it is 25K? The most important requirement today is to prepare for the examination if you have decided for Government job, and not capable of ESE or will prepare atleast having some job in hand. So concentrate for preparation.

          Yes, it is for Civil Engineers only. The job responsibility is for construction and maintenance of all buildings like station, hospital, houses etc. He is also responsible for water supply, plumbing, horticulture etc. The color blindness and medical standard is the prescribed norm and cannot be questioned.

            SSE/Works is posted in a Division. There are 5-6 sub-divisions. You will be posted in any of the subdivision. You will continue to work in this division till such time promoted to the post of Assistant Engineer. During this period you may expect about 2-3 transfer from one sub-division to another. The requirement is maximum in Divisional HQ. The color important of color blindness in Indian Railways is for safety purpose where one has to recognize the signal and signage correctly. Signage are provided for passenger amenities at Station, and many other places and the responsibility for the same lies with Engineering Department. You may find difficulty in this area.

            Thank you so much for your valuable reply sir, this information is very useful to peoples who are don’t have so much knowledge about medical test (like me). sir if any one have been selected for SSE (WORKS, P-WAY, TRACK MACHINE, DRAWING, BRIDGE, WORKSHOP..etc) like A-3 medical stand, after document verification he is having medical test and if they found he is having eye sight more than -2 or colour blind or night vision problem in medical test then he will be 100% rejected or he will have any chance to get ‘Chief Depot Material Superindent’ i.e c1 medical stand (if he selected job priority for CDMS while filling the application).

            I don’t think it will happen because already someone is already given offer letter based on his option. It will better to take care of this aspect at the time of filling up the option.

            How much marks will be required( out of 150) in written Exam to qualify for SSE ?

    Sir,I got selected as sse in Dsl/Mech in Southern Central Railway through RRB Chennai.But till now I did’nt receive any call letter for medical/character certificate verification.Can you say roughly when will i get posting?

      As per my understanding, the panel is advised to SCR. The advise for medical will be issued after the character certificate verification is over. It may take from three to six months depending on the efficiency of the department.

            Not only SSE, but all group C staff are entitled. These are house rent allowance ( if not provided with govt. accommodation), Transport allowance, reimbursement of Children tuition fee, medical facility from Railway hospital, three sets of privilege pass for family for free travel, Night duty allowance if working in shift, Overtime if working in shift, travelling allowance if required to work at outstation located 8 Km away. The total of all allowances is not much in the total salary.

            today i received the letter for character certificate and medical in that they have mentioned that i have to stay in secunderabad for atleast one week for medical.i got posted as sse dsl/mech in SCR through rrb chennai.
            I am presently woking as PO in a bank here they won’t give leave for one week.
            Don’t know what to do…

            Really medical will take one week?

            It does not take a week, but on the safer side. The number of candidates involved, administrative delays, shortage of Doctors etc. are generally the reason for taking so long. You may be lucky if it is completed within 2 or 3 days.

            I understand that the medical examination is done after you have received the call from the respectively Railway in which you will get the appointment. It should not take much time, and at the most 2-3 months.

      Don’t expect RRB advertisement for JE in 2016 and at the most it may come in 2017 and certainly in 2018 because there was recruitment in 2014 and again after 10 months in 2015. Cadre for Electronic and communication in Indian Railways is Signal and Telecommunication. There are other streams in Diesel and Electric Locomotive where E&C qualified persons are taken. The situation changes from time to time and it will be clear when the vacancies are advertised. During 2015-16 there is hopefully vacancies advertised for Assistant Loco pilot for which you will be eligible and many candidates prefer for it if you qualify high standard medical examination.

    1. Is it a correct thing to join as JE after 5 yrs of exp in software,
    Will that experience be of any use in my career.
    2. Which one is better being in IT or to join JE signal.
    3. If I were to join what will be the nature of work,

    what will be the total pay of je signal as per 6th cpc and wat to expect from 7th cpc

      I don’t think it will be better off to join JE/signal when you are already having a job with reasonable salary package and a white collar job.
      JE signal is a supervisory job of lowest grade and except it is a Govt. job, does not compare with an engineers job in a private company. The nature of work is look after the signalling gear of station, yard etc. with the help of artisan staff. With experience of IT, you may considered for giving an important task but your experience or educational qualification will not bring you any advantage in promotion or salary in any way. There are two ways to rise to the level of Gazetted officer i.e. Group B officer namely Limited departmental examination for which you will be entitled after 5 years after confirmation and if you succeed in first attempt, it is total about 8-9 years. Another one is through normal turn as per seniority, which will come after 20-25 years of service and if you succeed in first attempt, than it will be 25 years. Another most important factor which you will be missing is the place of posting which may be a smaller place with restricted educational facility for your children. With the present job, at least, you have the pleasure of living in a big city. You are free to seek any more question because I can understand your dilemma.

          What workshop you are talking about? As soon as you join in a cadre, change of cadre is generally not admissible. It is possible through either mutual transfer or transfer with loss of seniority and requiring follow up efforts within the department.

    dear sir, I am selected in RRB kolkata notification no cen 02/2014 as JE as a Wait listed candidate. My DV was complete on 04th May, 2015. So my question to you is that if there is any possibility of being finally selected.. I have also observed a reality that 20 no of candidate’s roll number was published less in the final result for DV (total vacancy for electrical branch in rrb Kol. was notified to be 257 (all categories+ExSM) whereas 237 no of roll nos was published in the main list of the result and 71 no of candidates in the wait list). Considering this, the probability of selection for Wait Listed candidates should increase…I request you to clear my doubt please….Thank You very much..

      Please elaborate how you have counted 257 posts advertised by RRB/Kolkata. I am doubtful if anyone getting an opportunity from the waiting list. The reason is simple. The panel of successful candidates has been sent to Railways who will arrange for character certificate verification and medical examination. It will take about two months period. There after the candidates will join. It will take another three-four months to know, how many have not joined. There is no standard procedure to know or to find out the numbers which have not joined.The field unit will be happy to receive what ever number made available. In the mean time, the panel of the examination conducted in the year 2015 will also be published. The waiting list candidates are considered only when the respective Railways asked for supplementary panel against the shortfall which generally does not take place. One should be hopeful, but not be over dependent and I suggest you start preparing for the alternate job option.

        Sir, actually I calculated the no of vacancy from the notice itself and there I found a requirement of total 259 jes from all the four categories (ur.sc.st.obc) along with 18 no of ex servicemen for the posts for which electrical students can apply.. So in total it gives 257.. And that no should be covered in the main list of the result.. But in main list there are only 237 candidates for electrical (along other branches like me ece etc)only… Here is my doubt sir!! But I have a confusion too.i.e. I am not sure whether exsm candidates are included or excluded in all the four categories (total)…

          You cannot assess the number of posts branch wise because mechanical engineers are also eligible for some of the posts in TRS group and electrical engineer eligible in SSE/Diesel. Therefore, it is not a straight forward. But, as I said, the chances calling candidate from the waiting less is very remote.

      I don’t think the Next notification will be before 2017-18. 2015 examination was on line and has been made available the candidate for review. 2014 examination papers are available on this website as test paper.

      As per Indian Railway medical manual
      (9) Radial Keratotomy:
      Candidates: having undergone Radial Keratotomy may not be considered for recruitment to A-1, A-2, A-3
      and B-1 categories. However candidates with such operation may be considered for recruitment in B-2
      categories and below, if other wise medically fit.
      In view of this, i don’t think you can qualify. There are many court cases you may search on the web and the court judgement to console you.

      I think SSE post will be better if you are posted in a workshop, where you are completely free beyond office hours. In SSE/ALD, shift working is also there if you are posted in C&W depot, but your free working hours remains the same. The minimum educational qualification for JE/CPWD is Diploma or Engg., if it is diploma, better to go for sse.

    I have few queries, I am selected in CEN 02/2014 RRB Chn as JE/Workshop/SR. I came to know about LCDE.
    I think I am eligible for it only 5 years after my service , is this 5 years inclusive of training ?
    I am deeply aspired to serve railways from an admistrative level, my sole aim was to prepare IES thru UPSC and get into IRSME. I am having few doubts, will I get time to prepare for the exam which needs sincere dedicated efforts , am little afraid to this huge exam and time factor ., self study will help ?? also am in merit list of 7 out of 62 candidates in JE/Wrshp . So will I get preference in allocation in location ? CPO office details ? during training some final exams are there, what way its score is helpful rather than passing criteria ? because I want to fully concentrate on ESE (UPSC) .Thanks in advance sir

      There is no benefit attached in any promotion with higher educational standard. However, you stand equal chance with other SSEs for LDCE examination even with JE position.

    Sir, i am from kerala, and got selected as SSE in C&W trivandrum division, ..i am presently working as J.E in bsnl at my hometown.
    the problem with bsnl is that we may not get the pay revision in 2017 bcs the company is in loss.So i enquired about people working in railway about the job.most people are saying its high tension and risk filled job..but i cant understand what causes such tension .they are saying if u have some other job dont come to railways…even they are trying to get out of railways . So i am in huge confusion…is carriage & wagon a very difficult department to work? is it so difficult to survive ?will i have to regret if left the job at bsnl and join railways?pls help…

      You will be posted in a Division for the maintenance of coaches and wagon. Maintenance plays an important role in the safe running of these assets. Tension arises when you have to ensure timely maintenance of these assets without any delay. The fear of delay results in tension. Similarly risk arises if there is a derailment and the responsibility is fixed on the maintenance done by you. But these are more of a fear than the reality. There are about a lakh of SSE engaged in such functions in civil, mechanical, electrical and signal. The job satisfaction is achieved through mental attitude. Those who don’t have a job will join immediately with celebration in the house that he h as got a job but if you have a job, problem arises of leaving it. You have to write down your priorities which other than job such as family, housing, children education, spouse working etc. after discussion with family members. I am not aware of salary profile of JE/bsnl, but no one knows what is there in store for you. But once decision is taken, never regret it.Remember, even if you don’t joint Railways, feeling of regret will still be there, if you find better avenues surfaced out in Railways after pay revision, upgradation etc.

      You will attached to one of the lab in civil directorate. The job profile will not be very tough and can certainly have sufficient time to prepare for any other examination.

          Sorry for the delay das as I was checking with my friends. Working environment is tough in the sense that you will away from your family for weeks together. You will undergo one year training at Allahabad and than field training in safety and other features. Once posted, you will be travelling along with track machine for undertaking maintenance work. You will have a nominated HQ but most of the time you will be away from the HQ. The machine works for about 2-3 hours a day on track and balance either waiting or idle. You will also be idle or waiting. You have this time available for studying for better job option. There is no extra allowance except that you will be away from your HQ and will be eligible for daily allowance.
          The Track machine organisation of Civil engineering department is expanding and career prospects are better. During training and course of working you should acquire knowledge of civil engineering necessary for competing LDCE examination so that you can get through in Group B service after about 5-6 years of service.
          As regards comparing JE/Tele, it is one rank lower than the SSE/Track. Life as JE/Tele is more comfortable as compared to SSE/Track. As JE/track your eligibility to appear in LDCE examination for group B service in Signal and Telecommunication cadre is same as that of SSE/Tele; and therefore, if you prepare hard and have the competency, Je/Tele is better. You will not have any advantage for promotion to SSE/Tele as compared to your counterpart who is only diploma as compared to you being degree holder.
          All the best and whatever you choose, don’t look back and regret your decision. Take your decision in consultation of family members.
