Job Opportunities in Rail Transport – Senior Section Engineer(SSE) and Junior Engineer(JE)

The next RRB-2014 examination of all centers for the post of Senior Section Engineer and Junior Engineers in Railways is announced and on-line application will start on 20th Sept. 2014. The examination for JE and SSE will held on 14th and 21st Dec. 2014.  All those possessing Engineering Degree are eligible for SSE and Diploma holder for JE shall start their preparation and be  ready. Check the branch eligibility for different types of posts. You may have many quarry about your eligibility, job profile of a category of a post, likely place of posting etc. Be free to write on the comment column and I will reply to the best of knowledge and information.

There are following technical department in Indian Railways recruiting Engineers for supervisory level functions. The technical departments are

  • Civil Engineering popularly called in Indian Railways as Engineering Department. It should not be mistaken as the only technical department. The department is responsible for maintenance of track, bridges, buildings, water supply, essential amenities at Railway Station etc.
  • Mechanical Engineering responsible for maintenance, operation and production of coaches, wagon, diesel locomotive, etc.
  • Electrical Engineering is responsible for maintenance and operation of electric locomotive, electrical multiple unit, Traction distribution, general services, train lighting and air-conditioning etc. The department is also responsible for production of electric locomotive and associative role in production in mechanical shops.
  • Signal and Telecommunication is responsible for maintenance of signalling and telecommunication assets.

Minimum Qualification

The minimum qualification for SSE and JE  is Graduate and Diploma in respective branch  as mentioned in the  vacancy notice. There are many equivalents for graduation and diploma in engineering and eligibility shall be checked from the vacancy notice before hand.

Importance of Designation

Calling oneself as an Engineer is a feeling of pride in today’s professional market.  Designation plays an important role in defining the job profile of the person. In good olden days, the designations were like Inspector of Works (IOW), Permanent Way Inspector (PWI), Foreman, Signal Inspectors (SI) etc. Designations which are added with ‘Engineer’ have job pride along with associated market and matrimonial value. Therefore, on demand of association, the designations were changed as SSE, SE, JE etc. with job responsibility given in bracket e.g. IOW, PWI or Traction Foreman became SSE(Works), SSE (P Way) or SSE(TRD) etc. However, the earlier  designations were so popular, that even today, at many a times, these designations are used during informal chats.

One can find the office of SSE/P way, SSE/Works, SSE/Signal, SSE/TRD very commonly found near a Railway Station.

Importance of the Cadre in the organisation

This cadre is having functions and responsibilities  of Supervisory nature. A work force is assigned to him for maintenance, operation or construction works. Construction and part of the maintenance works are done through work contracts and the supervisory cadre ensures execution.  This cadre is an interface between Management and staff and plays a vital role. The cadre works in  the field and observing all functions related to maintenance and operation of  assets under his control.

The most important responsibility is ‘safety’ towards running of trains assigned to each level in this cadre. Therefore, vulnerable to disciplinary action  for any wrong doing.

50% of the total vacancies in the (SSE+JE) cadre are filled up through direct recruitment from Railway Recruitment Board. 20% of the posts are filled up directly as SSE with minimum qualification of Degree where and 80% as JE with minimum qualification of diploma in respective branch. The balance 50% is filled through department promotion from artisan cadre.

Future prospects and promotional avenues

Directly recruited SSE or JE are eligible for appearing in Limited Departmental examination (LDCE) for promotion to Junior Scale Assistant Engineer after completion of 5 years of service. There is every possibility of someone getting selected at the first opportunity, if it is so, he can go up  in the cadre almost on line with Class I officer cadre. It is generally observed that directly recruited SSE having sincerity, dedication and stamina to prepare for the examination can certainly find an opportunity to qualify in the examination within 10 years of the career.

There is a possibility of graduate engineers joining as SSE and getting frustrated soon as the job profile may not match what they had in their mind while studying engineering. If they have the confidence of clearing LDCE examination within reasonable time, this is also an alternate opportunity for all those who otherwise could not qualify through UPSE to enter officer’s cadre of Indian Railways. Therefore, graduate engineers shall examine all possibilities with pros and cons and decide for their career.

It is important to note that a graduate engineer having strong desire to go only for Govt. job, may also look for option to appear in the written examination of JE as well. This is so because, he is  still eligible for appearing in LDCE examiantion, and if hard work associated with luck smiles on him, he succeeds.

As regards, diploma holders, this is one of the best job opportunities and shall prepare with all throttle   for the RRB examination.

Opportunity to go to PSUs on deputation

Indian Railways provide good opportunity to join Railway PSU as well on deputation or permanent absorption later on. The PSU organisations are IRCON, RITES, RVNL, DFCIL, MRVC etc. Beside this other PSUs related with Railway Transport such as Metro Railway Corporation also considers such candidates favorably.

Salary

The pay scales are well defined in the vacancy notice. Beside this you get DA which is presently 90% of the basic. 7th Pay commission has been announced which always brings good news. You are also eligible for

  • HRA but there is equal possibility of getting a Railway house if posted in sub-division.
  • Free Medical facilities in Railway hospitals
  • Maximum of three nos of free privilege passes for you and your family any where India along with 3 nos. of PTO where you pay 30% of the fare.
  • You get sufficient leave i.e. 30 day leave on average pay, 15 days on half average pay on medical ground, 8 nos.  Casual Leave, paternity leave etc. but the issue is getting sanctioned.

In any case, the salary is much better than any other option that both Degree ( from other than Premier or A grade institute) or and Diploma holder may be looking for.

 Why you should not Join?

There are only few reasons that I consider relevant and take be judicious call before  joining Indian Railways

Transfer

Now days, there is only one examination for all the RRBs and therefore one should  submit his application for that RRB whose jurisdiction falls in that area where you are looking  for posting and working during supervisory cadre. Vacancies are assessed by Railway HQ for each division and forwarded to respective RRB in whose jurisdiction the Division falls. This will ensure your very likely posting in the  Division of your choice or at least nearby. Once posted in that division, you may be posted in any sub-divisional office in the division and may also undergo transfer whenever required. As per the prevailing trend, there is a stability of 5-8 years at one place.

Don’t join Indian Railways, if you don’t want to move out from your parental house.

Growth

There is no out of turn growth in Indian Railways and therefore, if you want to fly or looking for quick jumps, then Indian Railways is not a good option.

Shirker

If you are a work shirker, you may be ok for few month/years but not sustainable. If you still join, then it will bother you with transfer, frequent firing, promotion and humiliation. Therefore, better avoid it. Shirkers cannot survive in Railways. Yes, you can possibly if you know the art of pleasing your boss or good in works which calls for managing work with other department or liaison work.

Understanding Boss

All along your career in Indian Railways you will have a boss. There is no organised training for management of boss.  If you don’t have the skill and understanding of boss management, it may be sometime be very frustrating. The best and simple way to manage your boss are

  • Boss is always right
  • Never Argue and always be in agreement to his suggestion; you may politely tell him at a later date if his suggestion does not have a value
  • Keep you ego away from the profession and 100% percent away while dealing with the boss

      It is a production shop whwere wheels for all types of rolling stock in Indian Raiwlays are manufacured. You will be attached to a shop and ensuring a production. The advantages is fixed timings, no transfer and stability of working at one place. On promotions also, you will be working at the same place.

        sir i have received offer letter from rwf, but have not finished with medicals.
        Its already been 6 months and whenever i call to rwf they are telling to wait for a week.
        I have met the personal dept many times but of no use.
        hence sir my query is can i approach senior officer like cpo /cme or just wait? Its already been 2 years after the rrb written test, but still we are not recruited. I am very much depressed by this.

          Waiting for a call is certainly a painful exercise. Once the offer letter is received, means you should not worry. There are many issues that the Organisastion has to sort out therefore may be the reason for delay. There is nothing wrong in meeting CPO, if you live in Banglore or nearby.

      TRS and TRD are Traction Rolling Stock and Traction Distribution respectively.
      TRS organisation is responsible for maintenance and operation of Electrical Locomotive and Multiple Units. These rolling stocks are maintained in Electric Loco shed and periodical overhaul in workshop. Electric loco sheds management comes under the control of management and that of workshop under head quarter.
      Electric Loco shed: When posted in Electric loco shed, you will incharge of one of the section for all its functioning and will reported to Sr.DEE through DEE/AEE. The job profile limits to the section and working hours are specified but beyond specified hours will also be required as per the requirement from time to time.
      Workshop: The job schedule is almost the same except that urgency is less and working beyond schedule hours is also not much.
      Traction Distribution:
      The organisation is responsible for the maintenance and operation of traction distribution asset distributed all over around the track. SSE is incharge of one of the section. The function is divided in terms of Remote control and Overhead equipment. The responsibility and function involves failure free service. It is to be noted that one failure affects train running and alertness on part of SSE is important to rush to the failure spot at any hour of the day. Except for tension of failure, the other works are of routine.

      Yes, you are likely to be posted in a Division and incharge of a particularly section after completion of the training and will be responsible for all telecom assets such as telephone, exchange, computers, wi-fi, passenger amenity at stations such as announcement audio-visual, coach guidance etc. You will be enjoy your job with many challenging opportunities. Most importantly, the job will have less tension as compared to signalling because it will not related with train operation directly. You should make it a point to start preparing for LDCE examination right from day one before waiting for eligibility after 5 years. On successful qualifying this examination you can get promotion to Group B service and after may get empanelled in gr A service after about 5-6 years. LDCE competition is tough because there are two papers with no defined syllabus and necessary to secure 60% in each paper. One should learn how to prepare for the examination.       There is no schedule fixed for section engineering examination. The vacancies are compiled of each Railway every year and then advertised for one examination for all the RRBs. The last advertisement was in 2012 vide advertisement number Centralised Employment Notice No. 01/2012. You may check the way the content of the advertisement to suit your purpose. As two years have already passed, the advertisement shall appear certainly during 2014. You should remain in touch with employment news and any rrb web site.

          There are no short cuts to RRB exams. It will require hard work and intelligence to qualify. Start preparing immediately. Vacancies of JE/SSE may be advertised any time this year. Apply for it and appear with confidence. If you do well you get the rrb job.

    Electrical recently. Interestingly i have also been selected as Bank PO in

    Punjab National Bank. I have passed the medical for railway and waiting for

    the posting. I’m also supposed to join the bank in August. So i’m in a fix

    right now. Which job i should opt for? Which one has the better career

      PO is certainly much better as compared to JE. Bank experience will offer much more opportunities. Only group A service is better as compared to PO. You may try UPSC examination for CSE and ESE for better option if you are were much interested for Railways.

      There is no provision of any lateral entry in Govt. organisation. However, there may be enough opportunity in Private sectors doing job for Indian Railways, Metro Railways etc. You have to explore either directly or applying whenever positions are posted at important web sites.       Very difficult to answer unless the prioirties are clear. Such comparison arises when you have both the options. In that way you are the best judge to evaluate the options. If you want specific question of job opportunity in Indian Railways, I may be able to throw some light.

        1. In Banks the Salaries are Less, But the Promotions are Fast. So in Railways ?
        2. In Banks Officers don’t have any Fixed Officiating Time. In Railways ?
        3. Banks are governed by Targets, better he achieves better his Promotions are. So in Railways(Even pls emphasis on MACPS) ?
        4. In Banks Transfers depend on Promotions or Poor Performance. So in Railways ?
        5. Except RBI n SBI, all Banks have less LTC(or LFC), Conveyance allowance, Medical Aid etc.. In Railways (Pls emphasis Staff subsidy on Housing n 2/4 Vehicle Loan also group C)
        6. In Banks Updation of Knowledge is necessary(even clearing few internal exams also req). In Railways (I have been thru LDCE Column for Group C Cadre, So wanted to know diff Levels in Group A v/s Internal Exams).

          Comparing job option between PSU Bank and Railways.
          A) Now you are comparing clerical cadre of Bank with JE job in Railways
          1. As far salary is concerned you yourself have replied
          2. In Railways also when you are posted in the field, there is no fixed working hours. However, it depends on the job profile to which you are posted. During shift working, working hours are fixed.
          3. Transfer is generally associated with promotion if the same designation post is not available. Transfers are limited to the Division you are posted. If you are posted to a workshop/maintenance shed, then there is no transfer involved.
          4. There is no LTC and instead you will get three sets of privilege passes for you and your family. There is transport allowance in Railways. As regards medical aid, you have to visit Railway hospital and there is no financial assistance. As regards loan, it is different as compared to Banks. You can get loan easily in Bank, but it is long queue in Railways. The interest rate is high but it is not compounded. So how it compares with bank loan subsidy, has to work out separately.
          5. Promotions from Non-Gaz to Gaz cadre only require passing a written examination followed with interview. For promotions in intra-Non-gaz, there is no examination involved. Updating of knowledge is necessary for development of your own skill and proficiency is necessary to be in limelight. As regards LDCE examination, it is the fundamental and practical knowledge that matters.
          6. Group A service is through UPSC. You may read my post https://globalrailelectrica.com/job-opportunities-in-rail-transport/group-a-services/ to have more idea on the subject. 40% of the posts are filled through promotion from Group C. This is done by empanelment of Group B staff having completed 5 years of service in Group B.
          As regards group A service and PO, certainly Group A service may certainly has an upper hand.
          I am having an advice to you
          Both the competitive examinations are tough and most important is qualify it. As regards salary and perks are concerned, it is not certain what is there in future. One should learn to enjoy whatever job he is in because it is difficult to understand job profile very clearly in any job opportunity. If someone is exceptionally good in some skill, then he has the option of choosing a job of his choice and getting high and high, but then it has to be private organisation.

            If i have understood you correctly, you are asking the level to which you can rise if you join as SSE or JE. Now it is like this
            1. If you clear LDCE exam on your first attempt after 5 years of service, you may go up to Senior Administrative grade ( if joined at the age of 21 years) and certainly Junior Administrative Grade (Group A). It will almost be equal to as if you cleared UPSC/ESE examination at its maximum age limit.
            2. If you don’t succeed in LDCE but clear departmental promotion examination on your turn as per seniority, you may rise to the level of Senior Scale.
            It is the best job option for Diploma holders as JE and also Ok for degree holders through SSE if unable to get through UPSC/ESE

      Employment notice for SSE/JE may appear in the month of December. It is better to look for the minimum qualification prescribed in the employment notice, because it has to be with certainty.

      You can apply for many a jobs in Railways like Junior Engineer, Asstt. Loco Pilot, Artisan Gr. III. But before that check the maximum age limit. JE vacancies may get advertised in the month of Nov-Dec 2014.

      I don’t think there should be any problem. However, you should check the medical standard prescribed in the vacancy advertisement likely to come in Nov.2014. Pl check the syllabus and prepare from the text book you have studied from in your engineering. That will be revision or refer your notes.

    Which is the highest position one can reach if joined as SSE? Can one reach upto the rank of Chief Engineer?

      The examination for JE and SSE are different. The examination of all the RRBs is held on the same day, and therefore, even if you apply for all the RRB, you can appear only for one RRB. If you have no specific choice of the RRB for place of posting, you can select RRB with maximum number of vacancies.
      I stated in one of my post that if SSE get selected through LDCE in the minimum working expereince of 5 years, he may rise to the level of SAG. You should also understand that Chief Engineers are in two different grades i.e. SAG and HAG. One can only rise to SAG level. However, otherwise one can rise to the level of JAG.
      You should remember that even if you get selected in SSE examination which is likely to be held shortly, it will take around one and a half years for you to get the posting. This much of time can be made use for the preparation of the examination. You should also remember, that the examination may not be very difficult, but it is the competition where there are many even at one mark. Develp skill to compete for which you may refer few of my other posts.

      The advertisement states
      HOW TO APPLY: Candidates are required to apply ONLINE to any one RRB ONLY, separately for SSE and/or JE group,
      depending upon their eligibility, on the website of Railway Recruitment Board (RRB) as indicated in Para 15. Detailed instructions for filling up ONLINE applications are available on the website of RRB(s). Brief Instructions to fill up the same are given in Para Nos. 5 and 5 (A) of this notification. Application to more than one RRB for the same group will lead to rejection of all the applications for that group.
      As per this, select the only one RRB of your choice. You can apply for SSE and JE as the examination is on different dates.

            From the advertisement what I can understand the best way to give choice is
            1. Identify the RRB you intend to appear for.
            2. Identify the posts which meets your educational qualification.
            3. Priorities the vacancies in the order of first cadre i.e Signal, Telecommunication and than balance.
            Remember, demand of signal engineers is very high not only in Railways, but Metros, Private organisation. Therefore, experience of Indian Railway in signalling engineering will help you for better prospects if you have the capability and competence.
            However, take your decision as per your understanding. Pl do advise, if I am wrong so that others are correctly advised. Good luck

Yes the question paper will definitely contain questions from all subjects of your Engineering.So you cannot be branch specific for its preparation.I would suggest you should study main technical subjects of your engineering & leave the rest to god as this exam definitely possesses luck factor.       As far as I have understood from the advertisement, you have to apply for one RRB. Each RRB deals with one or more than one Railway. Say RRB/Bilaspur accounts for the requirement of Nagpur (SECR and CR), RRB/Ambala accounts for the requirement of Ambala, Delhi and Firozpur Division. Pl see clause 1.07 of the general instructions about your quarry.

That makes the syllabus quie difficult and better not to go into the details even of the core subject and study all subject to the extent it can be understood without difficulty.

      I don’t know any books or coaching center which match the syllabus of the present exam.
      Choice of Chandiarh or Guwahati depends whether your need is for the job or preference for place of posting. But remember, once posted in NFR, and then looking for transfer to Northern Railway, it will be not be very difficult but almost impossible.

      RDSO is the best. You may give second priority for TRS and RS, third general services. However, after posting and few years of experience, management considers request of girl candidate for office working.

      In technical ability the syllabus appears to be very large, it looks you have to prepare all branches mentioned there studied during 1st and 2nd year and that will be a challenge for the Railways to have two sets of objective paper one tougher than other, but it has to.

          Janab Ibad, you ask many questions, very curious and what not. Let me reply each
          1.There will not be any interview means no manipulations.
          2.The syllabus appears to be one for all branches. The reasons for me to consider is that i) the syllabus indicated does not correspond with the arena of engineering of all branches, if it is branchy wiser, than every branch shall appear ii) Environment and Pollution & Engineering Drawing /Graphics appears in the indicative syllabus, but there is no such field of engineering in qualification. iii) The syllabus indicated is seperated with a semi-colon and nor by or. Withal, you assume your own decision as this is my interpretation only and not confirmation from any official source.
          3.It will consume approximately 6-8 months for the result to be declared and checking of documents.

          Electrical TRS is in electric loco sheds. You can check the location of electric sheds you have chosen the rrb. The place of posting nowadays is stable in both. You may choose TRS.

      No it is a six days job. Saturday is a half day. There is nothing urban or rural in Railways. Stores depots are attached with Railway workshop and Loco sheds. Now you can check the locations of these units in the RRB you have chosen and find out whether it is urban or rural in your bench marking.

      My interpretation is that the syllabus is common for all posts irrespective your field of study. Based on this, I have written this on the post. However, it is only a interpretion and not an official version therefore, you should take your decision. However, no comments what you select for education qualification.

      From the content of the advertisement, it is implied that there is one question paper for category of posts advertised. There are three reasons for me to believe this
      1. If there is branch specific examination, than all branches of engineering shall appear in the right col.
      2. There is no engineering branch fitting with syllabus of environment and pollution, drawing/graphics which can only for all branches
      3. The syllabus indicated is separated by a colon and nor by or, therefore, it appears one syllabus for all category of job.

      Design and drawing is generally office working but the number of posts will be limited. Even if you are posted in the field, it may be for few years, after than you may get accomodated to many other ex-cadre office post.

      For promotion to group B, you have to pass departmental examination. There are two departmental examination called 30% LDCE and 70%. 30% means 30% of the the total vacancies assessed at the time of the examination proposed. First the examination is held for 70% of the post which is on the basis of seniority and suitability through a departmental examination. After this you become group B officer and than confirmed as group A through UPSC after a period of 7-8 years depending on vacancies. As on date there is no examination by UPSC, but what happens in future, no one knows, it may be through a examination.

          Vacancies of Assistant Officers are assessed. Of which 70& and 30% filling is done through process. The process of filling up generally takes 6 to 8 months in both the group. Generally examinations are held once in a 18-24 months.

      I am unable to understand why it is being interpreted that GKP will be easy as compared to Allahabad. When number of posts for ECE in GKP is less, than certainly the cut-off will be higher as comapred to ALD. Pl tell me the reason for there interpretation. Also, when you say job is priority, than Guhati is having the largest number of seats and very likely the cut-off will also be much less giving better opportunity to get an appointment letter. But in that case, don’t expect transfer from NFR to UP region as there are very tough rules in this regard.
