Group A services – Should or should not prepare for the Examination
There are four groups of services in Indian Railways namely Group A, B, C & D in descending order of hierarchy. In this chapter Group A service is talked upon
Group A services
This is the most sought after service. This group is responsible for the overall administrative, technical and managerial function associated with the Rail transport. The recruitment is through UPSC involving written examination and interview. As on date, there is two examination system for entry in Railways namely 1. IAS and allied services 2. Indian Engineering Services
IAS allied services
This examination is conducted by UPSC. This is the most prestigious Govt. Services in India. This examination is for large numbers of Govt. Services and priority generally given by candidates are IAS (Indian Administrative Services), IPS (Indian Police Service), IFS (Indian Foreign Services), IRS ( Indian Revenue Services), IRTS ( Indian Railway Traffic Services), IRAS (Indian Railway Account Services), IRPS (Indian Railway Personnel Services) etc. Indian Railway commands a reasonable priority position of choice. The role and responsibilities attached to different Railway services are as follows:
Latest Update: The eight Group A services will be merged into a central service called the Indian Railway Management Service. As explained below, earlier Indian Railways is organised into departments such as traffic, civil, mechanical, electrical, signal & telecom, stores, personnel, and accounts. These departments are vertically separated and are each headed by a secretary-level officer (member) in the Railway Board. They are bound together at Divisional and Zonal Railway through Divisional Railway Manager at Division and General Manager at Zonal Railway. The intention behind merging is that each vertically separated cadre works more for departmental interest and not for the overall interest of the Railways. This has called for restructuring the Railway Board with five members consisting of Chairman Railway Board (CEO), Member-Finance, Member-Infrastructure, Member-Rolling Stock, Member-Operation and Business Development.
Indian Railways and UPSC are in discussion about how to conduct the examination and to select the candidates with a specialised field of educational background.
However, to know what it exists today, one should continue to read as under.
Indian Railway Traffic Services (IRTS):
There are mainly two streams of this cadre namely operation and commercial. One of the functions of this cadre is public interfaces. The Traffic Department is responsible for the operation and running of trains. The cadre of the Guard, Station Master, Controllers, administrative control of loco pilots at HQ / Board level, etc. are under its control. The department is responsible for the utilization of fixed and rolling infrastructure. The commercial department is responsible for revenue collection, marketing, passenger interface, publicity, catering, etc. and Ticket Collector, Ticket sale, Reservation Clerk, Parcel and booking of freight under its control. This cadre commands a respectable position in the Indian Railway system because of the public interface, the responsibility of running of trains, attachment and movement of special coaches such as marriage, inspection carriages etc, the release of emergency quota for train reservation ticket etc.
The cadre commands respect in all areas of decision making connecting with rail transport. An officer selected for engineering services and if gets qualified for IRTS, prefers to join this service. In earlier days, the designation was ‘Superintendent’ like Divisional Operation Superintendent which later changed to managerial cadre with designation as Divisional Operation Manager etc. Power is always associated with responsibility, therefore, this is a 24×7 hour on-the-toe cadre. The cadre is one of the oldest cadres in Indian Railways and having a long list of distinguished officers who have contributed much in the development of Railways and strong fraternity.
The highest position is Member(Traffic) equivalent to Ex-Officio Secretary to GOI for which IRTS officer is only entitled to occupy the position.
Indian Railway Personal Service (IRPS):
This cadre is responsible for the management and development of the human resource. The modern management has changed the function to Human Resource (HR) etc. whereas in Railways the function is still continuing as Personal Department. This service came into being in the year 1980 when the human resource was considered as a specialized function. Earlier, an officer from other cadres was drafted and posted as a Personnel Officer in the Division as well as in the Head Quarter. The human force works in different places and directly under the control of executive therefore, the real function of human resource development is primarily the responsibility of an executive department. The cadre is responsible for the assessment of manpower need, recruitment, selection, promotion, training, payment, service records, vacancy assessment, negotiation with recognized labour unions, ensuring implementation of factory act, labour laws etc. Priority for this service is generally low unless a candidate has a specific passion for this type of profession. Power is less so is the responsibility and can have comfortable weekly off.
Indian Railway Accounts Service (IRAS):
The IRAS cadre of Indian Railways is responsible for the Finance and Accounting functions of the Railways. Core functions of this cadre include maintenance of accounts of Indian Railways and Financial Advice to the executive. At the zonal level, IRAS officers are designated as a Financial Adviser and Chief Account Officers while at the Division level, they are Divisional Finance Managers. Budget Management, Expenditure Control, Earnings Account, Financial scrutiny of various executive proposals are some of the functions performed by IRAS officers. Every expenditure in Indian Railways has to pass through Financial scrutiny. The IRAS cadre exercises substantial control over the affairs of the Indian Railway executives and therefore, derive power in its function and not much of the responsibility of 24×7 hours functioning and on toes management. The cadre came into being 1930 and having a very long list of fraternity to be proud of.
Till 80’s the cadre at the Division and HQ was not under the control of top management, i.e. Divisional Railway Manager or General Manager and executives are only running around to get their job done. Later on Account officers brought under the control of DRMs and GMs and the functioning changed in the interest of Railways. The priority for options to this cadre is also in line with IRTS.
Engineering Service Examination (ESE)
UPSC holds examination for all Group A services of Engineering of all Central Govt. Department like Railways, CPWD, Military Engineering Services, Defense Production etc. of which Indian Railways command the first priority in all streams of engineering functions like Civil, Electrical, Mechanical, Electronics and Communication etc. There are basically five engineering cadres recruited through UPSC for Railways namely Indian Railway Service of Engineers, Indian Railway Service of Mechanical Engineers, Indian Railway Service of Electrical Engineers, Indian Railway Service of Signal Engineers, Indian Railway Stores Service.
Indian Railway Service of Engineers (IRSE):
Formation and laying of the track is the first job for any railway to start and therefore Civil Engineering is first engineering, to begin with, and therefore, it is called Engineering Department with assigning Civil along with it. The cadre is responsible for track and its formation, bridges, buildings, in-charge for all the land occupied by the Railways, water supply, etc. and occupies the prominent position in Railways. The cadre finds its root right from the inception of Railways, therefore, had a very strong fraternity of a maximum number of officers at any time. The cadre is having a very strong say in all matters pertaining to Railway functioning. The cadre commands power because it owns responsibility for the maximum value of assets and also the responsibility requiring 24×7 hours duty with all the time on toes. There are a large number of Railways PSUs which gets its officer requirement from Indian Railways which offer the opportunity of working in a different type of environment. Head of most of the PSUs are officers from this cadre and has a strong fraternity. Mr S Shreedharan belongs to this cadre who retired as Member Engineering, the topmost post of engineering cadre in Railways before joining Konkan Railways and DMRC.
Signal and Telecommunication department was under Member/Engineering prior to its separation and coming under Member Electrical. This was for the reason that function of signalling and engineering depart goes together at ground level but with modern signalling, it was thought otherwise. But this later separated as a separate Member, but with the beginning of IRMS services, this will come under infrastructure cadre.
Joining Engineering cadre is like a dream coming true for every Civil Engineers.

Indian Railway Service of Mechanical Engineers(IRSME) and Special Class Railway Apprentice (SCRA):
A train consists of an engine and coaches/wagon to transport passenger and freight. Mechanical department is responsible for locomotive, coaches and wagon for manufacturing, maintenance sheds, and workshop. It is also one of the oldest department of Indian Railways. There are two groups in Mechanical Cadre namely Special Class Railway Apprentice (SCRA) and IRSME. In the case of SCRA, recruitment is though UPSC but with educational qualification of class XII with science and then training and providing a degree in Mechanical Engineering from some affiliated institute presently (BIT/Mesra). There is no purpose to continue with SCRA but for strong SCRA fraternity in Indian Railways. As regards IRSME it is similar to any other engineering service. The cadre is headed by Member/Mechanical in Railway Board.
IRSME cadre is responsible for the manufacturing of Diesel locomotive(DLW), Coaches (ICF, RCF, Rai-Bareilly factory), maintenance of rolling assets at shed and workshop etc. There are two specialized functions i.e. Diesel Locomotive and other coaches and wagon. Chemical and Metallurgy is a small department in Indian Railways responsible for chemical and metallurgical testing of material and is under the Mechanical Department Similarly, stores department which is a direct cadre from UPSC is also placed under Member/Mechanical
A young student preparing for IIT examination and if has the capability to qualify than it can as well qualify SCRA examination. The advantage is getting a stipend for years which otherwise you would have spent in any engineering college beside other benefits of free travel, medical etc. besides getting a degree from a recognized institute. The other major advantage is that of getting entry at the minimum age and thus benefit of rising to the highest level in the hierarchy.
As per the latest news, UPSC has proposed for discontinuation of SCRA exam reasoning that they already conducting examination for ESE (IRSME) for which they don’t have the required infrastructure. Indian Railway has given its consent to the proposal of UPSC. There is every possibility there will not any more recruitment for SCRA from this year. And finally, SCRA recruitment discontinued from 2017 onward.
Now with IRMS cadre coming into the system, the entire department will report to Member-Rolling Stock.
Indian Railway Service of Electrical Engineers (IRSEE)
IRSEE was a small cadre and was under Member/Mechanical till 1987 and, afterwards, under Member/Electrical who is from the cadre of IRSEE. Till the time of Steam Traction, the role of Electrical department was limited to electricity supply to railway establishment, railway station and train lighting and air conditioning and whatever little traction of about 500 RKM existing up to 50’s. With the introduction of Diesel and Electric locomotive, the scenario started changing with the Mechanical department responsible for Diesel Locomotive and Electrical Department responsible for Electric Locomotive. This led to departmental-ism and up-manship to prove the benefit of one traction over another. There is no difference in two locomotives except its source of powering i.e. Diesel engine or directly drawing power from overhead power. India is a net importer of crude oil, there is an obvious reason for electric traction to be economical, therefore, it started progressively introduced with all resistance possible and Electrical department making its position. Then, came the important day when it was decided to create the post of Member (Electrical) called ML, to look after the management of electrical department along with Signal and Telecommunication department. Now Electrical and S&T departments are playing an important role of a major department and playing an important role of bringing new technologies to improve the transportation system. Air conditioning is also growing along with growth in the country and the day is not far when 60-70% coaches will be air-conditioned.
There are basically three specialized functions namely Electrical Locomotive/EMU Maintenance and Operation, Traction Distribution, Train Lighting and Air-Conditioning, General Services, Locomotive Manufacturing, Railway Electrification, Maintenance Sheds and Shops, Power Generation and use of renewable sources of energy where the role of the Electrical functioning growing day by day.
This is 24×7 hours a week service with the cadre officer remaining on his toes all the time to deliver trouble-free running of trains.
Due to Diesel versus Electric lobby affecting decision making, during 2016, Ministry decided to redistribute the work between Member Mechanical and Electrical and their designation changed as Member (Rolling Stock) and Member (Traction). Member Rolling Stock responsible for all rolling stock (powered like EMU or non-powered) and Member Traction responsible for all types of Locomotive. This change is done only at the top level without disturbing the cadre at a lower level, except that the reporting of electrical and mechanical officer changed accordingly.
With this, the S&T department shifted to Member Engineering for a short period and later on made independent and a new post of DG(Signal) created with a similar power of Member but not equivalent for Board Member.
This has certainly helping railways in streamlining decision making which earlier passing unnecessary delays.

Now with the coming of IRMS cadre, power supply and Traction distribution is likely to come under Member-Infrastructure and Electric Locomotive/EMU etc under Member-Rolling Stock.
Indian Railway Service of Signal Engineer(IRSSE):
Signalling is an important aspect of train operation. The permission for a train to start and stop for safe working is controlled through a logical signalling system. The signalling system was mechanical, to begin with, but the advancement of electrical and electronics system introduced Panel Interlocking, Root relay interlocking, Automatic Signalling system and many other developments in the field of signalling to increase sectional capacity. Similarly, telecommunication, train communication, automation in passenger amenities is advancing every day with new features. This has placed immense responsibility on S&T engineers. Presently S&T department is under Member Electrical with two Additional Members one each of Signal and Telecommunication at Board level. The cadre does not have an option to rise to the level of Member/Electrical. Now with cadre structure undertaking and post of MM and ML re-designated as MRS and MTR respectively, the S&T department also made independent under DG(Signal) in the Year 2016.
This is 24×7 hours a week service with the cadre officers remaining on his toes all the time.
There were 48 posts advertised in the year 2012 of which 07 posts reserved for Differently Able.
As on date, there is a separate Member for S&T, but with the restructuring of cadre under consideration, it will come under Member-Infrastructure.
Indian Railway Stores Services (IRSS)
Indian Railways were a technological giant organization up to 50’s and most of the manufacturing of major equipment like coaches, wagon, locomotive etc. and its components were shop-manufactured. With the advancement of technologies and the specialized subject of procurement and its storage, it was decided to create a separate organization under Member/Mechanical for procurement and material management of stores. This service is open to all the cadres such as Engineering, Mechanical, S&T and Electrical. Normally this is the second choice after the main cadre. The importance of service lies in the fact that there is hardly any item not purchased by the Railways and therefore, the cadre acquires tremendous experience of procurement and its complexities. The job pressure is less and generally limited to office hours. For this reason, many are opting this as a first option. The cadre provides opportunities to rise in all levels of professional ad general management like DRM/GM except for the highest post of Member/Mechanical.
Vacancies are distributed to ESE of main branches and for the Year 2012 it was as follows:
Civil: 11, Mech: 10.
Due to discontentment in stores cadre, the post of Member-Stores was also created. But now with the restructuring, it is likely to come under Member-Rolling Stock.
The Indian Railway Protection Force (IRPF)
This service was formed in the year 1954. The cadre is
- Responsible for the protection of Railway property.
- Assist the state police in maintenance of law and order in various states at the time of elections and other emergencies.
- Coordinates with the civil police and GRP (Government Railway Police of the respective states) in controlling crime
- The cadre controlling authority is the Director-General, RPF.
- Cadre size: 287 posts (direct recruitment – 50%, promotion – 40%, Lateral Entry – 10%).
The cadre is not involved directly in the running of train services except its security watch-dog, therefore not entitled for managerial posts such as DRM/GM.
Indian Railway Medical Services
The Indian Railway Medical Service (IRMS) is an organized Group ‘A’ service. The officers of this service are responsible for providing comprehensive health care to the serving railway employees, retired railway employees and their dependents as well as other categories of staff such as contractors, vendors and licensed porters. In 80’s, the service was Group b service but later on included as Group A service. With many of the up-gradation that came subsequently, the promotion prospect is now almost at par with other organised Group A services. The officer from this cadre does not have any direct role in train operation therefore, not considered for Ex-cadre managerial posts of DRM/GM.
Railway hospitals are equipped with excellent infrastructure for Railway doctors to excel in their field, higher education and respectful living in Railway environment.
General Management Cadre
There was a time up to 80’s when there were three major departments namely Traffic, Engineering ad Mechanical and all Managerial (DRM and GM) and Member posts were manned by these cadre officials only. The situation changed and quota for each department, depending upon the staff strength in the respective department, is now introduced for posting as DRM giving an opportunity to all the cadres except security/medical to show their excellence in management as well. All barriers were also removed for posting as GM which is now based on integrated seniority giving equal opportunities to officers of all cadres except security/medical. The important effect of this change was the development of the feeling of Railway-man-ship in all the cadres.

There is only one thing which sometimes is a cause for heart burning when the officer of the same batch gets promotion in one cadre but not in another cadre and this difference sometimes goes up to two years. There is hope that this aspect of the cadre will be taken care one day. The merging and restructuring of cadre may help in this regard but at what cost will only be known after passage of time.

Salary growth of Class I Officer (CSE Allied and ESE – Period 1977-2013)
What is my salary and how it will grow is the most important burning question in every aspirant having intention to prepare for the examination? The salary you get in the first three years is as follows:
Ist Year: Basic 15600/-, Grade Pay 5400/- DA 90% (increased to 100%) 18900/-, TPT/G 3040 = Rs. 42940/-

- A large number of Engineers joining Railways had earlier worked in PSUs at double the package still preferred to join Railways, check from them. It is a higher rating of Railways job in society.
- Support of very large fraternity and network of Railwayman ready to support you and your family in an adverse situation
- You and your family feel homely and safe in any part of the country in the Railway area
- You had an opportunity for higher studies like a post graduation / PhD in India or abroad
- A mediocre officer also gets his promotion at the same pace as that of others in his batch. You have the opportunity to excel because of deep desire and not for out of turn promotion. It makes a difference of positivity of the energy level in you.
- Even though you are tied with one organization for the entire 30-38 years of an active career still you can find your boss and place of posting changing almost every two years.
- Job security even if you are mediocre, medical problem etc.
Why you should not join Govt Service?
- If you have the desire to earn more money and even ready to compromise conduct rules, you may be a successful one or two times, but if caught, the remaining life will be miserable
- If you are confident about your ability and desire to fly and want to attain heights in your field with out-of-turn promotions
- In Govt. Organization and Railways no exception, a group of officers get promotion in one go, and if you are unlucky and left behind, life will be miserable afterwards. In private organization, if one excels and gets out of turn promotion, the balance remains where they are, and if you are one of them, no pain. You can leave the organization if felt hurt or humiliated. It is not so easy to leave Govt. Organization when you are used to its working and may find difficult to adjust in working with Private organisation.
- No one likes boss but when you don’t know how to manage boss and difficulty in adjusting with the boss
- Frequent transfer and disturbance in children’s education. Unable to get their admission in the school/college of your liking due to the place of posting which may be in a small town.
- Spouse working and no suitable job for her/him at the place of your posting resulting into separate living
- You own your own house and strong desire to live in that house only
- You possess exceptional personal capabilities to succeed. In Govt. or Railway organisation, you succeed to achieve when hold position in the organisation.
- When you want to work actively for up to 80 years of age with a purpose
Remember, if you decide to join Group A services of Indian Railways or that matter any other services, decide when you are in last but one year so that you enter at the minimum age and will have the opportunity to rise to the top. This will give you an opportunity to rise to the top.

Near my home means what? Securing good rank will help you in getting a railway of your choice. The boundary limits of a Railway is around 700-1000 Km. Even in that case your posting may vary from a distance of 1km to 1000Km.

Zone will be deciced after one year of probation period based on your option and merit. This is the practice for both IRSS and IRSEE.
Average promotion time is almost same in both the cadre
Salary structure is mentioned in the main post. Don’t consider the Govt. job based on salary structure. It will never match private or PSU.
Sir, what would be zone allotment criteria for IRSEE reserve list? And if someone get lowest priority zone then how much time take to transfer? ?
It is based on your merit and option and the vacancy in the zone. I am not aware of the criteria followed for reserved seats but it is there. This will be decided after joining and you will come to know of the details. It is almost impossible to manage the transfer before promotion to JA i.e. 8-10 years, after which transfer to Rly Board, RDSO, Production Units are easy and other Railways depending upon vacancy and your influence.
under SCRA section you have mentioned the degree awarding institute as BIT SINDRI…infact it is not BIT SINDRI but BIT MESRA.. Request you to kindly rectify the same

Hello Sir, first of all i am studying in 3rd year of my engginering and would like to know at what age would be joining be considered as appropriate age.Secondly which topics and books should i read or master to become a good IRSEE(Electrical Engineer).
Minimum and Maximum age is prescribed in the advertisement inviting application. Minimum is the best for reaching higher positions and should not be more then 2 years above the minimum. However, there is no problem even if you are at maximum limit, but promotion will be limited to that extent, But what you can do, if suppose there are no other job options. Topics and books should cover the entire syllabus and there are many coaching institutes giving guidance in this field and study material on line is also available. MADE EASY is one such centre. As regards becoming a good IRSEE, the same will arise once you get selected and join the service. You may contact then.

Atul, does it really matters. Will you decide based on the salary you get after 7th pay commission? Say if it is 80000/-, you will not join or prepare. There are so many privileges and opportunities to contribute towards nation building available with being IRTS that you need not bother for pay package and be sure that whatever you get will be sufficient to live a comfortable life for you and your family.

sir i am in my fourth year of electrical engineering and want to appear for ies exam..i want to know is there any percentage criteria in eligibility for giving this exam..means only 60% marks above,student can appear for this exam.
There is nothing mentioned as regards to percentage of marks obtained except degree in engineering. From this it is evident that even 2nd class graduate engineers are eligible. However, wait for the advertisement for 2015 exams which is likely to come in Jan-Feb 2015. I understand, now-a-days every one gets First class in his engineering course.
sir i had completed B.tech IT in 2013..Is it possible for me to join IRTS as an officer..?
Yes, for this you to appear in Civil Service Examination. Civil Service Examination is for the most premium services of GOI namely IAS, IPS, IFS and Allied Services. First priority is generally IAS. If your merit is such that you don’t get the services most in demand like IAS, IFS, IPS etc. then you get from the allied services and IRTS is one of the allied service. As an engineer, you can appear CSE and choose any subject even though you have not read it in you graduation course.

You can become IES but you wont get Railway Engineering services.Eye Power and Colour Blindness is one of the most strict criteria of Medical Exam in the Railways.In case your power crosses 4D then On the basis Of other eye related examination your eligibility is decided for other services(like CPWD ,IDSE and others) .In any case IRSS (Indian Railways Stores Services ) and ISS(Indian Supply Services ) will be available to you regardless Of what power you have.

1. There is no laid out format to award marks for the experience. Alma-mater and work experience adds to the confidence which he carries and may help in impressing the interview board. But never plan based on this.
2. It is difficult to say what you will get after 25 years. There is possible change in the organisation structure and no one knows the shape of things to come. You should believe that IRSE is the best option for Civil Engineers and I will make it.
3. Two years is training period attached to IRICEN at Pune where you will get class room and field training and will get the opportunity to visit Railway Installation all over India. You will get your first posting in the Division of Railway allotted to you. If every things goes well, you will get your first two promotions withing next 4/5 years and may or may not be associated with a transfer. Transfers will vary from 3-5 years. While working in Railways, you will not find a difference of place, thing etc. and will adjust within a short period.

I have applied for CEN 01/2012, there by Qualified in Written Examination (Held on 09.09.2012), Docs verification(Held on 17.02.2013) is completed, and even more importantly i have been declared on Official website under the Heading Final Result (Supplementary Panel) on 07.01.2014 to be Qualified.
1. After this when i went to RRB Sec and CPO’s Office there is no reply (the official always say that there are no vacancies and we will get to you after 2 weeks) and from Jan 2014 to now the same thing repeats on and on.
2. Will this Supplementary Panel be dissolved after 1 year or so ?? (After thz much hard work i doubt whether Appointment Letter be given or not.)
3. As I have been selected for JE Mechanical Workshop(for which i have been told no vacancy) then are they any possibility of adjustments to some other similar cadres.
4 My Medical is not yet completed, I am inquisitive to know about it (I came to hear its very strict and to the point.)

1. I hope you know the organisational structure of Indian Railways existing at Divisional and Zonal HQ level. The day to day functioning of IR is at Divisional level headed by Divisional Railway manager and assisted by Branch Officer. The BO is in Junior Administrative Grade (About 8 years of service) and incharge of the functioning of his department. IRSME cadre is responsible for Mechanical Department and your initial posting will be in a Division. There are about 3-6 Divisional in a railway. Now it depends which Railway you are allotted. Future posting system you will come to know within few years of service which i need not elaborate.
2. I have already explained the salary structure and allowances one gets in the main post. Non-financial perks free travel, Bunglow Peon (under review), Residence, Medical Facility etc. You don’t get much financial perks which are very much available in PSUs, therefore you will certainly be getting much less as compared to one get in PSUs. It is the opportunity of job satisfaction, being called Govt officer etc is the most important attraction.
3. IRSME is better as compared to IRSS as regards to job satisfaction. But when you look for promotion, opportunity to occupy ex-cadre post etc., there is no difference.
4. Civil service IAS/IFS/IPS is certainly at much higher platform as compared to IES. But if your want to compare IRTS/IRAS/IRPS with IES, then there is not much difference except what I had explained in the main post.
I don’t know whether you have selected or intending to prepare for the examination. i have explained why and why not you should prepare the examination in details and shall help you to plan for the job.

Medical examination is compulsary for all examination conducted either through UPSC or RRB. The medical examination is conducted in Railway Hospitals. I will write a post on medical prodcure shortly.

What I understand from your question that you are working in some group C service and now want to appear for group A job. Group A services is through UPSC and as you are B.Sc., you have to appear for Civil Service Examination. The examination is quite tough, and first you should understand the level of preparation required for the said examination and your competency. Just hard work, sincerity alone will not work. You should evaluate your standard of performance of the past to decide. As you are already working, you may not have sufficient time for the preparation. If you are sure, you can do it, finding institute may not be difficult. There are many available if you search the website. I suggest you visit some coaching instate in you city and discuss with the candidate already preparing for the examination.

It is good that venkat you are thinking of SCRA. It is a tough competition because the number of candidates appearing per SCRA seat is very high but making an attempt after due preparation may help.
1. There are many other ways of joining Indian Railways namely through UPSC after Graduation. It is ESE if you do your graduation in engineering or otherwise CSE when it is in science and arts etc. I have written in the post.
2. You have to prepare for the competition through UPSC whether you choose SCRA or ESE or CSE.
3. I have mentioned the salary details. If you looking for a Govt. job, salary shall not be your criteria. I have mentioned in why one should and one should not join govt. job in details. Salary offer in many other jobs is much better.

If selected you will get your degree from BIT/Mesra and will study at Mesra. You will get stipend and there will not be any expenditure to be incurred by you. After completion of degree, you will get two years training in Railways with base at Jamalpur and travelling all over India. After completion of training of 20 months, you will be posted to the Railway allotted to your. Allotment of Railway is based on your merit option and vacancy in a Railway.
You are most likely to be posted in a Division of the Railway and will be entrusted with the responsibility of maintenance of coaches, wagon, locomotive etc. depending upon the posting. You may also be posted later on to Diesel Locomotive works and other Production shops like ICF, RCF etc. In fact, I have written at other posts about the area of work for class I officer in Indian Railways.

Thank you so much for your informative website. I’ve been selected this year in IRTS. Can you please tell me what is the general career graph of an IRTS officer? When can I expect to be DRM? When can I get to a position in my career where I would have the authority to bring policy level reforms in the Railways? And, what perks I would get with my first posting after training?
1. On completion of 18 months of probation, you will be posted in a Division by the Chief Operation Manager of the Railway generally as AOM, looking after operation of trains. You get promotion as DOM after about 2/3 years of service and Sr.DOM/Sr.DCM after total 8/9 years of service. The job of full responsibility in a Division in a particular field starts from here.
2.As per the present trend and system, it takes about 26-28 years to become DRM.
3.Policy level reform depends on the policy itself. There are policy which cannot be changed even by Railway board like changes into Acts for which it has to go Parliament. There are many systems implemented in the past, and can be reformed/corrected by the authority who has implemented.I will suggest don’t look into the reform, but check why a system is not delivering result and only act after that.
4. There are no perks except free passes for travel on first posting and later when a Branch Officer, you may be entitled to have a Bunglow peon and better house. In fact you will learn, within a weeks time of your training at Lucknow.
5. The most important thing about Railway posting is that it has attraction and feeling of achieving new heights in transportation. This feeling is the biggest perk as other perks does not last long, but this will.

I have got 7 years experience in private sector i have civil engineering background….recently i have joined as Sr Section Engineer in Indian Railway….i am in training at the moment….my age is 31 year….i am very keen to clear IES…but the problem is i have crossed the upper age limit which is 30 years as noted in the notification of IES exam. But one of my friend told me that i can atill appear IES exam till 35 years as i can apply on the basis of departmental candidate…and for departmental candidate th age is relaxed for 5 years…
And my second Q is even if i clear IES at the age of 34…will i be able to become DRM when i retire at the age 60.
Everything else is secondary for me …my fantasy is to become a GROUP A Services officer in indian railway…and i am trying hard for it. so even if i clear it at the age of 34 then also i will feel lucky….i just want to know from u sir that if i clear IES at the age of 34, then how would be career path in idnian railway ( position wise ) if every thin g goes well.
I appreciate your strong will power and you have read my post very carefully. For you, it is most important to think that IES will certainly be better as compared to the present job, than why to think of job career much. You will have 25 years of service and will retire in Senior administrative grade of service. If you clear LDCE you may reach up to JA grade i.e. branch officer and through normal channel promotion up to Junior or Senior Scale. My best wishes to you.

I have been following your blog for long and I must admit that it is very helpful for any one looking for any kind of Information related to Indian Railways. Sir, I have a query. My younger brother has cleared the IES 2013 exam and has been allocated IRSME. The tentative date for the start of training is 8th December but he has to write the UPSC Mains exam which is starting from 14th December. Do the training centers entertain requests for extension. Also, how long is the training and are they allowed to take short leave during the training period.
You may get extension for joining upto 14th of December. Pl write to the authority who has signed you the communication letter of your appointment. You may also check the telephone number of the Director office of Jamalpur and contact there that you will be joining after a week. Training is for about 18 months, it will be over by July 2016 and short leave can be sanctioned but only for important occasion like self or close relative marriage, health issues etc. It may be difficult to get leave for preparing for CSE examination.
Thanks a lot for your reply Sir. One more thing, is there any difference between IRTS or IRPS (through the UPSC CSE ) and IRSME (which is through the IES exam) if any, other than the profile. I mean both are Grade A services, so the pay band and various perks, allowances should be at par.
IRTS or IRPS is more administrative in nature so I believe that translates into more authority. It will help a lot of people if you could throw some light on this as to why a IRSME/ IRSEE guy should or should not aspire for IRTS or IRPS (through CSE)

IRSEE/IRSME keep on preparing for CSE and prefers IRTS as compared to engineering branches. The reason is simple as the entire train operation and management is in the control of IRTS and commands higher authority. IRPS is not a preferred choice over IRSEE/IRSME as it is a service department to both IRTS as well as IRSEE/IRSME. IRAS is a better option as compared to IRPS as having the authority of dictating financial management on all other departments. The choice order is generally IRTS, IRAS and IRPS. I understand that the choice of IRSS is now picking up as compared to IRSEE/IRSME due to obvious reasons of financial impropriety. IRSS is again a service department to IRSEE/IRSME and therefore, does not command that much of authority as main engineering department and also job satisfaction.

This is the most difficult question every one faces at the beginning of his career. What will be best for him at the end? When I joined IRSEE after leaving BHEL, my electrical bosses asked me why you left BHEL? At that time the salary and privileges was not that much. I have talked to the IRSEEs, who have joined leaving NTPC, Power Grid and many other organisation with package of almost double or triple and there response used to be the tag of Class I officer, power and authority. You may also go through my explanatory note on “why you should and should not join..” which will help you deciding your future course. Stability, better half working and transfer will cause inconvenience, children education are some of the features which will be important to you in ONGC but may be missing in Railways. Therefore, you have to weigh all these aspects in consultation with your family and friends and what is best suited for you.

For IRSEE, places to work are more as compared to IRSS, therefore to have more opportunity to have the posting at a place near to your liking but people managed longer duration posting at a place similar to that of IRSS. IRSS, thus is having less transfers. As regards promotion opportunity, there is no differentiation from the management, and it changes from time to time but not much. Working hours stable for IRSS, without any call beyond office hours with no emergency. In that way IRSS looses thrill of emergency and being in the limelight. You will have opportunity of better job satisfaction in main stream as compared to IRSS.
Sir, I have been allocated IRSEE on the basis of ESE 2013. My query is that if I get railway zone like EcoR or NFR (anything like that), what are my options to get transfer to Jammu (homeplace)??
Transfer from one railway to other railway is considered sometime depending on the vacancy position, but generally regretted. As regards your posting in Jammu, it is one the sub-divisional office of Firozpur Division of Northern Railway. There is only one post of AEE to look after general services and train lighting. So you should forget to get your posting in your home town except in JA grade in the construction organisation. My sincere advise is that you should forget the love and attraction for your home town and develop belongingness to each every part of the Railway, as it will benefit you in long run.
However, you should note that the restructuring of IR is underway, and no one can say precisely what is there in store for you and review of the transfer policy. What I have stated is that which exists today on IR

Never, your posting will be in a Division or its sub-divisional office. At divisional office, there will be around 50-60 officers along with thousands of staff and supervisors. However, I have mentioned sub-divisional office, but the postings of class I officers are rare, that too for a very short period of not more than a year.
Sir, For your kind information, Jammu is now a division itself. It got the status of division this year to prevent any delay in beginning the project of Jammu Division.
Pl show me the memorandum of making Jammu a division or any other directive issued from Northern Railway. As on date it is not a Division and after the completion of Srinagar project, the possibility may be to have Srinagar as a division.

I suggest you drop the idea of preparing for ESE as loss of seniority may not be compensated beside have leave Assam your home state to other unknown areas.

Sir, is it true that only irsme officers get more preference for higher cadres……… because most of the top cadre officers belongs to IRSME……….. is that true sir….
No it is not so. It is mainly due to age profile of the IRSME cadre. It consists from SCRA and IRSEME/UPSC. The SCRA cadre is having an age advantage because they normally join at the age of 16/17 years and into cadre at 21 years. It is for this reason that maximum permissible post of GM ( maximum up to 9) are occupied by them. If the age profile of other cadre also in this range, than it will work for that cadre as well. Nevertheless, don’t bother on this issue, as the policies in this regard are undergoing a change along with restructuring and no one knows how the thing settle in the future. In any case, you entry age matters for you to climb higher position that will certainly not change.

The best service is which you are sure to qualify. What is the difficulty in preparing for both the competition which in both the cases may once in two years, giving you enough time to prepare for both the exam. In fact, why not ESE, which is held every year and as departmental candidate, you may get two/three opportunity?

It is difficult to answer the nature, job profile and work ethics of in one go for State Public service which are very large in number. First check your potential where you can find a job and if you have two job option, than only need will arise of choosing between two on these basis. The best person to answer your quarry at that time will be one who is already working in that organisation. But remember there also, views of two person varies considerably with equal likes and dislikes. Always look for the reputation of the organisation in the society, country, state etc. which will make your assessment easy.
Sir, I am thinking to start the preparation of ESE 2016 from May 2015 , My aim is to do IRSEE in Indian Railway. I am cureently in the 8th semster of Electrical Engineering from NIT Nagpur.I am more depedent on the self study ,says 90% depend on self study than classes. I belong to the Category under the Physically handicapped i.e. Hearing Imapaired. I wear the Hearing aid in both ears and i can communicate 80% clearly face to face , i cannt talk over the phone as i am more dependent on lip reading .

There are jobs which you can handle by communication by sms/mms/e-mail. Make efforts for the examination and if selected, the bosses will find the ways of adjusting you for the suitable job. Leave it to the administration, how they adjust to you handicap when selected.

Hearing impairment shall not come as a disadvantage for your promotion in the cadre but may not be chosen for general management cadre posts. Give a try and leave rest to the GOD.

There are two options for you namely IRSME through UPSC/ESE and another Senior Section Engineer conducted by Railway Recruitment Board. IRSEM is a group A service whereas SSE is group C service. You may test yourself you level and which group of service you choose. The designation through IRSME begins with Assistant Mechanical Engineer, Divisonal Mechanical Engineer. Don’t get confused with the designation of SSE, which is much lower than AME.

I have been following this site for long time n made myself prepared for ESE 2014.I have gone through interview which went quite well n m expecting IRSEE.Now m in big dilemna.Me n my spouse both are working in NTPC.NTPC has plants n head quarters spread all over India.Should i go for IR?
You will surely find it hard to manage your being in Railways and your wife in NTPC. NTPC plants and HQ will not touch with likely posting of yours in different divisions of Railway allotted to you. Later on approximately 10-12 years there may be a possibility if you manage your posting in major cities and your wife also in HQ or regional HQ at the same spot. When you decided to appear for UPSC, what were your expectations from this posting? It is better to compare the pros and cons with you and your wife on the subject. Also, now you have appear in 2014 examination and your date of birth is earlier to 1989, i.e. you more than 25 years, than there is not very high chances of rising to the top level management. In NTPC, there is a system of out of turn promotion which may benefit your career. Pl reply above to help you in your dilemma.
We can manage a distant place posting for each other which may be 5 to 6 hrs journey apart.My DOB is jan 1990 n hence m within 25 years old group.I am fed up with NTPC.We have worst performance evaluation criteria where i cant imagine out of bound promotions.Confined place working is frustrating.AGM level officers too r working in shifts.I cant work in shifts for next 18 years.M expecting n seeing general duty hours in IRs dat too wid dignity n respect.

I am looking for a job which provides personal freedom, also for pursuing hobbies. Getting posted anywhere is not a major concern.
Perrsonal freedom and pursuing hobbies is a choice of a person how he deals the subject. I have stressed on entry age because many get swayed with the power and prestige attached to the post which is generally of general management and you get entitled only when you join at the earliest. There are many who joins at your age, (SEE UPSC site) but there is no going back, once you joined there. One should, than learn to live and work happily and shall not compare the prospect of others who have joined earlier.

I am not clear about your quarry. Rank of 10 is also below 800, one will certainly get Group A. But if it is around 790, i am having all doubts.

1. You will get the department depending on the choice and your merit position obtained in the competition. While selection the department, you may go through the GOI notification and prioritize where promotional avenues are available for posts with pay scale of Rs. 67000-79000/- and higher 75500-80000/-. With your age profile it may be difficult to reach this level because you will retire before being eligible to reach this position.
2. This is a very difficult questions. You may consider that 50% of the candidates ages between 21-24 years and having better chance of rising to highest possible career opportunity.
3. EcE is not a good option for ESE for two reasons namely a) the vacancies advertised during 2012 for civil-307, Mech -182, Elect- 114 and ECE – 107 means more demand for Civil b) the demand of ECE officers in most of the department is to assist and not considered for top positions.
You may decide to go for ESE based on one important aspect of working for the Govt. which provides authority and stability. After attaining an experience of 10-12 years, you may opt to look for lateral entry into other PSUs, higher studies, or even private sector etc.

Getting APO via Civil Service examination is the best option and is not comparable to what you get when promoted to APO through departmental examination. Through Civil Service examination you not only get IRPS cadre by to choose among many in Railways and other allied services. You are Class I officer with a promotion opportunity upto the level of CPO or more precisely to HAG grade. In case you get selected through Civil service examination, your preparation for the said examination will be helpful in making a try with departmental examination. Even if you are selected in the first attempt of LDCE after 5 years for entitlement, you will at the most reach to the level of Sr.DPO. I hope this clarfiy the position.

Sir, Do we get benefit of SC/ST category at the time of zone allocation? I am from ST category and I am in one of the last rank to get IRSME? Does it mean that I will get north east? OR is reservation is there in zone allocation also? … Please help!
The benefit to SC/ST is summarized in the priority list prepared based on your merit and category.
A priority list is prepared based on the rank and category in the order of 1/3 general, 1/3 OBC, ½ SC, ½ ST, 2/3 General, 2/3 OBC, ½ SC and ½ ST. Then the candidates are allotted with the Railway based on his merit and preference given by him. The allotment system is very transparent and no other priority system works.
Every Railway has its advantage and disadvantage but in the long run you start loving your Railway. In the beginning there is a strong craze for getting an allotment of a Railway which is near to home, but list think, how does it matters and make you happy. It is only a difference of journey time only which may be 6-12 hours more than the Railway of your choice. So, why bother. It is not necessary that you will get North east only.

My brother has cracked ESE-2014 and will be joining IRSE. His marriage is fixed in first week of January 2016 and he is also planning to attempt CSE mains in December 2015. Can he get extension for at least 2 months citing marriage as reason and join in February 2016 instead of December 2015?? Kindly guide us
Yes, your brother can get the extension. On receipt of appoint letter indicating the date for joining, an application may be sent to the concerned authority requesting for delaying is joining due to the circumstances of the marriage. Railways will give your brother the second date for joining.

1) How will be interaction among IES oficers ( IRSSE, IRSE, IRSS…).
Is there any meeting ? Or common place to disscuss about development or fixing of some issue?
2) When will an IES oficer will get bunglow , Car and workers?
3) If I have given IRSS as second option and IRSSE as first and I got IRSS post. Is it possible to change to IRSSE , without taking IES again?
4) As there is no public involved in this system, how can officer be corrupted?
Can we be strict without taking or involving in such activities? Is there any pressure from higher oficers.

After completion of training of IRSE or IRSEE, is it possible to get independent government house or bungalow on first posting itself??After how many years of service or after reaching what post does one surely get good bungalow and official vehicle??
I am unable to understand what you mean by independent government house or bungalow. It is never shared. You will get on the first posting itself. The only issue is that if posted in big city, it may be delayed by about 6 months but in Divisions, there should not be a problem. The bungalows are available in Divisions located in other than Metro-Politian cities(Delhi, Mumbai, Kolkata, Chennai etc.) and one can get after getting promotion as a Branch Officer which is generally after 6-8 years including probation period. Same is true for the vehicle.

By independent house I, was trying to make a difference between Bungalow and flat. On first posting after training, does one get small flat or bungalow??? Also what is the concept of Bungalow Peon?? Does he stay at bungalow 24 hours and has a servant quarter within the bungalow itself??On first posting, are there no servants to work at home ?? Does branch officer get bungalow peon??? Is there no vehicle on first posting??
What ever privillages you have in mind begins when get promoted to the post of Branch Officer i.e. 8-10 years and posting in a Division. There is a sanctioned post of a bunglow peon along with a post and you can appoint a person of your choice. Every Railway is having their own rules in this regard to avoid misuse of this system. Every bunglow or apartment is having a servant room attached and bunglow peon may live there. The post of bunglow peon begins only from the level of branch officer. Generally there is no vehicle independently for you unless one is posted for independent duties. Such a long list of questions, anxiety arises after a person joins IR and working as a probationer. For appearing in the examination, there may not be any problem, but once selected, there will be a police verification, and you may not get the clean chit if the case is still pending. You should have the case cleared before making an attempt because all your efforts will go in vain otherwise.

I am not so sure about stores cadre. From the different candidates of civil, electrical, mechanical and electronics, a complete merit list will be prepared and on that merit list, the priorty list for allotment of railway will be prepared.
