Group A services – Should or should not prepare for the Examination
There are four groups of services in Indian Railways namely Group A, B, C & D in descending order of hierarchy. In this chapter Group A service is talked upon
Group A services
This is the most sought after service. This group is responsible for the overall administrative, technical and managerial function associated with the Rail transport. The recruitment is through UPSC involving written examination and interview. As on date, there is two examination system for entry in Railways namely 1. IAS and allied services 2. Indian Engineering Services
IAS allied services
This examination is conducted by UPSC. This is the most prestigious Govt. Services in India. This examination is for large numbers of Govt. Services and priority generally given by candidates are IAS (Indian Administrative Services), IPS (Indian Police Service), IFS (Indian Foreign Services), IRS ( Indian Revenue Services), IRTS ( Indian Railway Traffic Services), IRAS (Indian Railway Account Services), IRPS (Indian Railway Personnel Services) etc. Indian Railway commands a reasonable priority position of choice. The role and responsibilities attached to different Railway services are as follows:
Latest Update: The eight Group A services will be merged into a central service called the Indian Railway Management Service. As explained below, earlier Indian Railways is organised into departments such as traffic, civil, mechanical, electrical, signal & telecom, stores, personnel, and accounts. These departments are vertically separated and are each headed by a secretary-level officer (member) in the Railway Board. They are bound together at Divisional and Zonal Railway through Divisional Railway Manager at Division and General Manager at Zonal Railway. The intention behind merging is that each vertically separated cadre works more for departmental interest and not for the overall interest of the Railways. This has called for restructuring the Railway Board with five members consisting of Chairman Railway Board (CEO), Member-Finance, Member-Infrastructure, Member-Rolling Stock, Member-Operation and Business Development.
Indian Railways and UPSC are in discussion about how to conduct the examination and to select the candidates with a specialised field of educational background.
However, to know what it exists today, one should continue to read as under.
Indian Railway Traffic Services (IRTS):
There are mainly two streams of this cadre namely operation and commercial. One of the functions of this cadre is public interfaces. The Traffic Department is responsible for the operation and running of trains. The cadre of the Guard, Station Master, Controllers, administrative control of loco pilots at HQ / Board level, etc. are under its control. The department is responsible for the utilization of fixed and rolling infrastructure. The commercial department is responsible for revenue collection, marketing, passenger interface, publicity, catering, etc. and Ticket Collector, Ticket sale, Reservation Clerk, Parcel and booking of freight under its control. This cadre commands a respectable position in the Indian Railway system because of the public interface, the responsibility of running of trains, attachment and movement of special coaches such as marriage, inspection carriages etc, the release of emergency quota for train reservation ticket etc.
The cadre commands respect in all areas of decision making connecting with rail transport. An officer selected for engineering services and if gets qualified for IRTS, prefers to join this service. In earlier days, the designation was ‘Superintendent’ like Divisional Operation Superintendent which later changed to managerial cadre with designation as Divisional Operation Manager etc. Power is always associated with responsibility, therefore, this is a 24×7 hour on-the-toe cadre. The cadre is one of the oldest cadres in Indian Railways and having a long list of distinguished officers who have contributed much in the development of Railways and strong fraternity.
The highest position is Member(Traffic) equivalent to Ex-Officio Secretary to GOI for which IRTS officer is only entitled to occupy the position.
Indian Railway Personal Service (IRPS):
This cadre is responsible for the management and development of the human resource. The modern management has changed the function to Human Resource (HR) etc. whereas in Railways the function is still continuing as Personal Department. This service came into being in the year 1980 when the human resource was considered as a specialized function. Earlier, an officer from other cadres was drafted and posted as a Personnel Officer in the Division as well as in the Head Quarter. The human force works in different places and directly under the control of executive therefore, the real function of human resource development is primarily the responsibility of an executive department. The cadre is responsible for the assessment of manpower need, recruitment, selection, promotion, training, payment, service records, vacancy assessment, negotiation with recognized labour unions, ensuring implementation of factory act, labour laws etc. Priority for this service is generally low unless a candidate has a specific passion for this type of profession. Power is less so is the responsibility and can have comfortable weekly off.
Indian Railway Accounts Service (IRAS):
The IRAS cadre of Indian Railways is responsible for the Finance and Accounting functions of the Railways. Core functions of this cadre include maintenance of accounts of Indian Railways and Financial Advice to the executive. At the zonal level, IRAS officers are designated as a Financial Adviser and Chief Account Officers while at the Division level, they are Divisional Finance Managers. Budget Management, Expenditure Control, Earnings Account, Financial scrutiny of various executive proposals are some of the functions performed by IRAS officers. Every expenditure in Indian Railways has to pass through Financial scrutiny. The IRAS cadre exercises substantial control over the affairs of the Indian Railway executives and therefore, derive power in its function and not much of the responsibility of 24×7 hours functioning and on toes management. The cadre came into being 1930 and having a very long list of fraternity to be proud of.
Till 80’s the cadre at the Division and HQ was not under the control of top management, i.e. Divisional Railway Manager or General Manager and executives are only running around to get their job done. Later on Account officers brought under the control of DRMs and GMs and the functioning changed in the interest of Railways. The priority for options to this cadre is also in line with IRTS.
Engineering Service Examination (ESE)
UPSC holds examination for all Group A services of Engineering of all Central Govt. Department like Railways, CPWD, Military Engineering Services, Defense Production etc. of which Indian Railways command the first priority in all streams of engineering functions like Civil, Electrical, Mechanical, Electronics and Communication etc. There are basically five engineering cadres recruited through UPSC for Railways namely Indian Railway Service of Engineers, Indian Railway Service of Mechanical Engineers, Indian Railway Service of Electrical Engineers, Indian Railway Service of Signal Engineers, Indian Railway Stores Service.
Indian Railway Service of Engineers (IRSE):
Formation and laying of the track is the first job for any railway to start and therefore Civil Engineering is first engineering, to begin with, and therefore, it is called Engineering Department with assigning Civil along with it. The cadre is responsible for track and its formation, bridges, buildings, in-charge for all the land occupied by the Railways, water supply, etc. and occupies the prominent position in Railways. The cadre finds its root right from the inception of Railways, therefore, had a very strong fraternity of a maximum number of officers at any time. The cadre is having a very strong say in all matters pertaining to Railway functioning. The cadre commands power because it owns responsibility for the maximum value of assets and also the responsibility requiring 24×7 hours duty with all the time on toes. There are a large number of Railways PSUs which gets its officer requirement from Indian Railways which offer the opportunity of working in a different type of environment. Head of most of the PSUs are officers from this cadre and has a strong fraternity. Mr S Shreedharan belongs to this cadre who retired as Member Engineering, the topmost post of engineering cadre in Railways before joining Konkan Railways and DMRC.
Signal and Telecommunication department was under Member/Engineering prior to its separation and coming under Member Electrical. This was for the reason that function of signalling and engineering depart goes together at ground level but with modern signalling, it was thought otherwise. But this later separated as a separate Member, but with the beginning of IRMS services, this will come under infrastructure cadre.
Joining Engineering cadre is like a dream coming true for every Civil Engineers.

Indian Railway Service of Mechanical Engineers(IRSME) and Special Class Railway Apprentice (SCRA):
A train consists of an engine and coaches/wagon to transport passenger and freight. Mechanical department is responsible for locomotive, coaches and wagon for manufacturing, maintenance sheds, and workshop. It is also one of the oldest department of Indian Railways. There are two groups in Mechanical Cadre namely Special Class Railway Apprentice (SCRA) and IRSME. In the case of SCRA, recruitment is though UPSC but with educational qualification of class XII with science and then training and providing a degree in Mechanical Engineering from some affiliated institute presently (BIT/Mesra). There is no purpose to continue with SCRA but for strong SCRA fraternity in Indian Railways. As regards IRSME it is similar to any other engineering service. The cadre is headed by Member/Mechanical in Railway Board.
IRSME cadre is responsible for the manufacturing of Diesel locomotive(DLW), Coaches (ICF, RCF, Rai-Bareilly factory), maintenance of rolling assets at shed and workshop etc. There are two specialized functions i.e. Diesel Locomotive and other coaches and wagon. Chemical and Metallurgy is a small department in Indian Railways responsible for chemical and metallurgical testing of material and is under the Mechanical Department Similarly, stores department which is a direct cadre from UPSC is also placed under Member/Mechanical
A young student preparing for IIT examination and if has the capability to qualify than it can as well qualify SCRA examination. The advantage is getting a stipend for years which otherwise you would have spent in any engineering college beside other benefits of free travel, medical etc. besides getting a degree from a recognized institute. The other major advantage is that of getting entry at the minimum age and thus benefit of rising to the highest level in the hierarchy.
As per the latest news, UPSC has proposed for discontinuation of SCRA exam reasoning that they already conducting examination for ESE (IRSME) for which they don’t have the required infrastructure. Indian Railway has given its consent to the proposal of UPSC. There is every possibility there will not any more recruitment for SCRA from this year. And finally, SCRA recruitment discontinued from 2017 onward.
Now with IRMS cadre coming into the system, the entire department will report to Member-Rolling Stock.
Indian Railway Service of Electrical Engineers (IRSEE)
IRSEE was a small cadre and was under Member/Mechanical till 1987 and, afterwards, under Member/Electrical who is from the cadre of IRSEE. Till the time of Steam Traction, the role of Electrical department was limited to electricity supply to railway establishment, railway station and train lighting and air conditioning and whatever little traction of about 500 RKM existing up to 50’s. With the introduction of Diesel and Electric locomotive, the scenario started changing with the Mechanical department responsible for Diesel Locomotive and Electrical Department responsible for Electric Locomotive. This led to departmental-ism and up-manship to prove the benefit of one traction over another. There is no difference in two locomotives except its source of powering i.e. Diesel engine or directly drawing power from overhead power. India is a net importer of crude oil, there is an obvious reason for electric traction to be economical, therefore, it started progressively introduced with all resistance possible and Electrical department making its position. Then, came the important day when it was decided to create the post of Member (Electrical) called ML, to look after the management of electrical department along with Signal and Telecommunication department. Now Electrical and S&T departments are playing an important role of a major department and playing an important role of bringing new technologies to improve the transportation system. Air conditioning is also growing along with growth in the country and the day is not far when 60-70% coaches will be air-conditioned.
There are basically three specialized functions namely Electrical Locomotive/EMU Maintenance and Operation, Traction Distribution, Train Lighting and Air-Conditioning, General Services, Locomotive Manufacturing, Railway Electrification, Maintenance Sheds and Shops, Power Generation and use of renewable sources of energy where the role of the Electrical functioning growing day by day.
This is 24×7 hours a week service with the cadre officer remaining on his toes all the time to deliver trouble-free running of trains.
Due to Diesel versus Electric lobby affecting decision making, during 2016, Ministry decided to redistribute the work between Member Mechanical and Electrical and their designation changed as Member (Rolling Stock) and Member (Traction). Member Rolling Stock responsible for all rolling stock (powered like EMU or non-powered) and Member Traction responsible for all types of Locomotive. This change is done only at the top level without disturbing the cadre at a lower level, except that the reporting of electrical and mechanical officer changed accordingly.
With this, the S&T department shifted to Member Engineering for a short period and later on made independent and a new post of DG(Signal) created with a similar power of Member but not equivalent for Board Member.
This has certainly helping railways in streamlining decision making which earlier passing unnecessary delays.

Now with the coming of IRMS cadre, power supply and Traction distribution is likely to come under Member-Infrastructure and Electric Locomotive/EMU etc under Member-Rolling Stock.
Indian Railway Service of Signal Engineer(IRSSE):
Signalling is an important aspect of train operation. The permission for a train to start and stop for safe working is controlled through a logical signalling system. The signalling system was mechanical, to begin with, but the advancement of electrical and electronics system introduced Panel Interlocking, Root relay interlocking, Automatic Signalling system and many other developments in the field of signalling to increase sectional capacity. Similarly, telecommunication, train communication, automation in passenger amenities is advancing every day with new features. This has placed immense responsibility on S&T engineers. Presently S&T department is under Member Electrical with two Additional Members one each of Signal and Telecommunication at Board level. The cadre does not have an option to rise to the level of Member/Electrical. Now with cadre structure undertaking and post of MM and ML re-designated as MRS and MTR respectively, the S&T department also made independent under DG(Signal) in the Year 2016.
This is 24×7 hours a week service with the cadre officers remaining on his toes all the time.
There were 48 posts advertised in the year 2012 of which 07 posts reserved for Differently Able.
As on date, there is a separate Member for S&T, but with the restructuring of cadre under consideration, it will come under Member-Infrastructure.
Indian Railway Stores Services (IRSS)
Indian Railways were a technological giant organization up to 50’s and most of the manufacturing of major equipment like coaches, wagon, locomotive etc. and its components were shop-manufactured. With the advancement of technologies and the specialized subject of procurement and its storage, it was decided to create a separate organization under Member/Mechanical for procurement and material management of stores. This service is open to all the cadres such as Engineering, Mechanical, S&T and Electrical. Normally this is the second choice after the main cadre. The importance of service lies in the fact that there is hardly any item not purchased by the Railways and therefore, the cadre acquires tremendous experience of procurement and its complexities. The job pressure is less and generally limited to office hours. For this reason, many are opting this as a first option. The cadre provides opportunities to rise in all levels of professional ad general management like DRM/GM except for the highest post of Member/Mechanical.
Vacancies are distributed to ESE of main branches and for the Year 2012 it was as follows:
Civil: 11, Mech: 10.
Due to discontentment in stores cadre, the post of Member-Stores was also created. But now with the restructuring, it is likely to come under Member-Rolling Stock.
The Indian Railway Protection Force (IRPF)
This service was formed in the year 1954. The cadre is
- Responsible for the protection of Railway property.
- Assist the state police in maintenance of law and order in various states at the time of elections and other emergencies.
- Coordinates with the civil police and GRP (Government Railway Police of the respective states) in controlling crime
- The cadre controlling authority is the Director-General, RPF.
- Cadre size: 287 posts (direct recruitment – 50%, promotion – 40%, Lateral Entry – 10%).
The cadre is not involved directly in the running of train services except its security watch-dog, therefore not entitled for managerial posts such as DRM/GM.
Indian Railway Medical Services
The Indian Railway Medical Service (IRMS) is an organized Group ‘A’ service. The officers of this service are responsible for providing comprehensive health care to the serving railway employees, retired railway employees and their dependents as well as other categories of staff such as contractors, vendors and licensed porters. In 80’s, the service was Group b service but later on included as Group A service. With many of the up-gradation that came subsequently, the promotion prospect is now almost at par with other organised Group A services. The officer from this cadre does not have any direct role in train operation therefore, not considered for Ex-cadre managerial posts of DRM/GM.
Railway hospitals are equipped with excellent infrastructure for Railway doctors to excel in their field, higher education and respectful living in Railway environment.
General Management Cadre
There was a time up to 80’s when there were three major departments namely Traffic, Engineering ad Mechanical and all Managerial (DRM and GM) and Member posts were manned by these cadre officials only. The situation changed and quota for each department, depending upon the staff strength in the respective department, is now introduced for posting as DRM giving an opportunity to all the cadres except security/medical to show their excellence in management as well. All barriers were also removed for posting as GM which is now based on integrated seniority giving equal opportunities to officers of all cadres except security/medical. The important effect of this change was the development of the feeling of Railway-man-ship in all the cadres.

There is only one thing which sometimes is a cause for heart burning when the officer of the same batch gets promotion in one cadre but not in another cadre and this difference sometimes goes up to two years. There is hope that this aspect of the cadre will be taken care one day. The merging and restructuring of cadre may help in this regard but at what cost will only be known after passage of time.

Salary growth of Class I Officer (CSE Allied and ESE – Period 1977-2013)
What is my salary and how it will grow is the most important burning question in every aspirant having intention to prepare for the examination? The salary you get in the first three years is as follows:

- Even though you are tied with one organization for the entire 30-38 years of an active career still you can find your boss and place of posting changing almost every two years.
- Job security even if you are mediocre, medical problem etc.
Why you should not join Govt Service?
- If you have the desire to earn more money and even ready to compromise conduct rules, you may be a successful one or two times, but if caught, the remaining life will be miserable
- If you are confident about your ability and desire to fly and want to attain heights in your field with out-of-turn promotions
- In Govt. Organization and Railways no exception, a group of officers get promotion in one go, and if you are unlucky and left behind, life will be miserable afterwards. In private organization, if one excels and gets out of turn promotion, the balance remains where they are, and if you are one of them, no pain. You can leave the organization if felt hurt or humiliated. It is not so easy to leave Govt. Organization when you are used to its working and may find difficult to adjust in working with Private organisation.
- No one likes boss but when you don’t know how to manage boss and difficulty in adjusting with the boss
- Frequent transfer and disturbance in children’s education. Unable to get their admission in the school/college of your liking due to the place of posting which may be in a small town.
- Spouse working and no suitable job for her/him at the place of your posting resulting into separate living
- You own your own house and strong desire to live in that house only
- You possess exceptional personal capabilities to succeed. In Govt. or Railway organisation, you succeed to achieve when hold position in the organisation.
- When you want to work actively for up to 80 years of age with a purpose
Remember, if you decide to join Group A services of Indian Railways or that matter any other services, decide when you are in last but one year so that you enter at the minimum age and will have the opportunity to rise to the top. This will give you an opportunity to rise to the top.

Railways can be both a fascinating work experience — where one learns new aspects of railway technology everyday or a very boring job if there are other things in mind — civil services and the like. As far as I am concerned I'm adding new dimensions to my earlier knowledge after seeing things practically. Finally I believe it boils down to the individual, whether one wants to enjoy and learn simultaneously or go on cribbing about earning a low salary
Very comprehensive description is provided about each and every service of railways. Also why a person should join railways or not is provided in detail. I would like to add that normally people who join railways are having work experience so they are in a habit of comparing railways with their previous job, so this frustrates them like somebody has said that "Grass is always greener on other side". But actually it is not. Some people have negative perception about railways job, but normally they think only about salary. If we see all parameters of a satisfactory job then one realizes that it is one of the best satisfying job in our country and I feel proud that I am a part of it.
In Railways you will find such a wonderful experience to make best schedules for your life.Creating a schedule that allows a person to do activities they enjoy will help them to be better employees, friends, and family members.Without creating a work-life balance a person isn’t able to take time to enjoy the life they have worked so hard to create.
Let me start with why one should not join Indian Railways, Group A , Service-
1. If you want 1000 to 0600 hrs job.
2. If you want leave as per your sweet will.
3. If you don't want to run in the night to attend break-down at places which are almost 100 kms or more away from your place of residence at any time.
4. If you don't want interaction with union bearers.
5. If you look for a very attractive pay package and a lavish life.
6. If you compare railway service with IAS / IPS / IFS.
7. If you believe that you will get a strong cadre, which will support you at all time of need.
8. If you believe that standard of Railway Rest Houses are at par with Public / Private sector rest houses and easy available.

Sir, the description provided about each service of railways is very good. Reasons given for joining or not joining the railway service are also very good. I would like to add few move things:

Off course we are different but in which sense? Respect, in which sense? Sir, with due respect, I my point of view, respect is what someone earned by his way of behavior. Position may give someone respect but not for long time.
• You can help in getting emergency quota – Had we been in PSU/Private sector, we would have travelled by Air or at least would have brought tatkal ticket or would have travelled by other means. It is very frustrating when a railway man travelling without confirmed ticket. I think, most of TTE’s view other department persons as inferior.
Large number of Engineers joining Railways had earlier worked in PSUs at double the package still preferred to join Railways, check from them. It is higher rating of Railways job in the society. – With due respect sir, most of the people who joined the railway service were not having the experience about the nature of work. Those people now definitely know difference between knowledge and experience.
In current railway system, it is very difficult to change the any things.
2) Genuine opportunity to serve- Sir in my two month service no one had talked about this aspect of the railway service. What I learn is that “Jaisa kaam chal raha he chalne do, bas production badao”.

A very large percentage of Railway officers have left PSUs/Private jobs and joined Railways. While interacting with them, there reply invariably had been that Railway is different, respect in the society and you can help in getting emergency quota. It is too early for any one feel this. Wait for 6-7 years when you are branch officer.
I raised this issue so that new generation decides in a cool mind and not on the basis of perceived notion about Railway job before leaving PSUs/MNCs. All these issues raised by you are certainly perceived notions and not a reality. It is ‘you’ who makes a difference and derive respect, certainly not the post.
Genuine opportunity to serve will not be experienced within two months of job. You will experience this when you are branch officer. In any organization, large number of people simply floats. Don’t learn their style of working. There are many who work, innovate, develop organization and if you also want to do that, than you had the opportunity. Only one success story is required to change you friend and look for that. Group A officers are considered self motivated and no one will talk to you about this.

If a person joins Indian Railway service at twenty five and half years of age does he has any chance of becoming DRM, GM posts. Please tell about the promotion policy for becoming DRM/GM etc.
It is too early to think on this line. What i stated that a person shall decide at the earliest about joining a Govt. service to take age advantage and helping him occupying high positions. I will advise not to think about your prospects of becoming DRM/GM which will come after 25 years or later and better enjoy each and every moment of your career. You might be observing what is happening at high position in Indian Railways, and therefore, no one can predict what is in store in 2038.

Indian Railway in each aspect is the lifeline of the nation.Different service cadres’ assistance in railways provides the smooth run of the wheels. But dominating of few services especially IRTS and IRSE over other services develop a mixed feeling among officers. Also cadre planning in IRSEE is one factor on which there is need to take quick decision.
Sir, Is there any leave we can take initially for one year for preparation after joining IRSEE? If no, how can we get it if we have joined IRSEE for training?
Sorry my friend, you will not be able to get one year leave after joining. It is better to postpone the joining if you are preparing for IAS examination. Otherwise, join it and prepare also along with training.

There are many departments in Indian Railways and every department is having its importance. IRTS is responsible for running of trains and revenue earning and therefore bound to be dominating whereas other departments are for incurring expenditure.
As regards honest, it is more of perception and individual choice. No one can measure individual honesty.

I want to know at what designation i will be working after being selected. Also please let me know the basic salary and grade pay of the post. You will be starting your career as Asstt. Mechanical Engineer (4-5years), Divisional Mechanical engineer (2-3 yeras), Sr.Divisional Mechanical Engineer (10-12years), HOD (SAG) in Mechanical Department (8-10 years) PHOD (4-5 years) (HAG) and if you have joined at the age of 23 and below, you may get an opportunity to become GM and Board Member. This is a mediocre growth and does not give any opportunity to jump or fly in the cadre based on your performance. An excellent and average performer will be able to grow in the organisation at this pace and what matters is the age at which you have joined the organisation to occupy the top posts. The salary structure is available on other web site, add DA etc. If you have the confidence, can take bold decision and deliver results and also want salary growth, then private organisation is a better option.
Mediocre is a steady growth where excellent performance does not provide you additional growth opportunity. The salary structure of class I officers is available at Govt. web sites. If you have confidence of taking bold decisions and delivering results, salary growth is automatic in Private and not so in Govt. organisation.Here an excellent performer as well as mediocre grows at the same pace and the person who has joined at an early age has the benefit at the fag end of his career.

It is certainly a very difficult decision that every one faces when he has to leave Navratna PSU for Indian Railways. I left BHEL and joined IR in 1977 and even today sometime it comes to my mind whether it was a correct decision. I have written in detail the pros and cons and one has to take a decision and never to repent once the decision is taken. 50% of the candidates who come to Railways have left PSU like BHEL, NTPC, Power Grid etc. with salary becoming almost half. I would like to mention one thing that the entry age is very important that open opportunity for someone to go higher up in the organisation.

2) Transfer of the IRSME happens withing the posted Zone or different Zones also ?
3) How is the life of IRSME during accident/relief operations ? Does enquiry get set up ?
4) Do IRSME person has to go often to the site during the maintenance work and check by themselves ?
5) Do the IRSME has the power to take some independent decisions regarding work , procedures of work ? Is the interference of seniors is more ?

1. He gets the choice of Railway but subsequent posting in the Railway is decided by CME.
2. Upto JA grade his transfers are limited in the zone only but transferable to other zones also but very few.The transfers in JA grade away from home Railways is generally to Railway Board, RDSO, Production Units.
3. Inquiry is towards the cause of accident and if there is any delay in restoration. It is certainly a challenge, involved in restoration.
4. Every officer is required to visit maintenance places for inspection to check the work is being done as per the directives. In fact, there is inspection quota for ensuring safety in train operation.
5. Yes, that is the issue that provides job satisfaction. Class I officers get there promotion to JA grade within 6-8 years and over all in-charge of all the concerned assets in a division while working as Sr.DME.
6. No it is not so. You are the overall in charge with financial as well as establishment power
7. The first posting is as AME. Why you are interested in knowing how much manpower under you? You should consider all the responsibility and authority on promotion to the post of Sr.DME.
8. Generally not
9. You will be 24×7 hours responsible for running of trains. For the purpose of leave, it is five days.
10. IRSME is generally preferred over IRSS. As regards your liking, after 6-8 years of working, you may opt for posting in Railway Board, RDSO, Production unit where the work is similar to of your liking. IRSS cadre is generally in the limelight as compared to IRSME, yes it 5 days working without much tension except that of vigilance and pressure from technical department for non supply of material.

I want to join public sector jobs either PSU or IES because of reputation, job satisfaction, Security, and power. I'm not too much bother about salary. But my dad advised me not to join government job because of rapid transfers. He is working in Gujarat government board and in a high position and respectable in head office too but he has to face transfer after every 3-4 years or even earlier. I want a stable life where i can live hapily with my family , have good reputation in society . I want to know after how much period IES officer( hard working, honest ) got transfer? And is transfer done near the previous post or not?

I have written about why one should and why one should not join govt. job in details. Your worry is transfer. There are many who manages posting at one place and you can also do. As regards reputation in society, your Govt. position is short lived and it is only through your conduct in the society that matters for reputation.

Right now I am working in Indian Oil and waiting for IES 2013 interview result. What I hear from my friends is that IRSE is very hectic and back breaking. Place of posting is rural and transfers are frequent. What I want to ask to you is as follow.
1. Is workload and nature of place of posting will be same throught out. Or after 10 years there will be some ease in work load and nice place of posting.
2.My wife will be working in Technical Officer (Public Health Engineering),Ministry of Urban Development. Will it be possible for us to have a common place of posting for most of the part of our life.
3. I always tell my dad that if I get railways this time, I am going to be 27 year old when I will join IRSE and I will surely be not able to be a DRM. He tells as you have pointed out, its silly to think like this as nobody knows about the future policies of IR. But I request you to give a fair and realistic estimate about this issue. What will be my final post if I join this year.
When I passed out from Roorkee in the year 1976, we were not knowing any thing of UPSC jobs and therefore, it came to my mind to pass on all the information to new entrants so that they decide with all pros and cons.
1. Field job is 24×7 involvement but you will not find it back breaking but you will certainly enjoy it. In the initial 2-3 years the posting may be at small place but normally Class I officers are preferred for Divisional HQ posting. You get promoted to JA grade withing 7-8 years and thereafter the posting will be at least in Divisional HQ. There are 16 Railways and 3-6 Divisions in each Railway. Ease in workload is how you take it. It is not you who will do the work with your hand, but to ensure that every thing moves smoothly.
2. There is a provision for posting at common place as for Govt. of India order. It is difficult to say, to what extent you manage common place of posting.
3. Now a days the average age of candidates has gone up, therefore, there is every chance of you becoming DRM one day. But how does it matter. DRM posting is for a period of two years and also full of responsibility and headache.
It is difficult for a young person like you to evaluate what you want in life but it will be better to discuss with your better half and parents. Generally, attraction towards Railways is because of free travel but how does it matter now when you can afford air travel and car for local transport. Your salary will reduce to half as compared to what you get in PSU, this what most of the probationers complains. Responsibility, job satisfaction and position with large force at your command that keeps the officer happy. Best of luck

You are already more than 35 years and I don’t think you are entitled. But in any cases, check with the ESE advertisement carefully before deciding. In any case don’t be disheartened. LDCE is another option for you after two years. The most important of the time table is preparing the question and paper and answering it for sure shot success.
The minimum age for departmental candidates is 35 years and you are now 37 years. I don’t think you can apply.
I suggest you concentrate for LDCE examination for which you will be entitled after two years. If you have the courage to think for UPSC, than you can also work for LDCE. This is Rajasekhar working in HAL banglaore. I am expecting selection in ESE 2013 in mechanical. Hopefully i am also expecting Railways. As per my frenz feedback and recent trend i have opted for Railway stores as my first preference.
1.Please give me the clarification that why top rankers are preffering stores as the first preference is it because too much money is involved or better job satisfaction.
2.Give me the job profile of the engineering service railway stores officer.
3.I heard that the choice of zone preference in railways is alloted purely based on you ESE rank is it true
1. Yes, it may be due to making quick buck. There is no better job satisfaction in Stores. Job profile will not provide a job satisfaction keeping you abreast of what is happening internally in the Railway working. As far as involvement of money is concerned, it can be made by the regular stream officers as well. But if ever caught, life will be miserable. Vigilance case against you means outcast brilliant engineers in the railway fraternity and difficult to come out of it. I will suggest not to opt for the job, if this is the objective
2. There are two groups in the Stores cadre one for management of stores and other for procurement. Initial postings are in the field, managing stores and job profile is more of a stores keeper. Fingers will all the time be pointed on you for poor availability of material. You will be more of a material chaser.
After 5-6 years, you will be posted in HQ, stable posting, 9×5 hours working and processing tenders and ensuring procurement of material and satisfying the main engineering department for compliance of material availability. Job tensions are less, good family life, but equally is the poor job satisfaction. Very rarely you will get the opportunity to come in prominence for contributing to Railways in a meaningful manner. Zone allotment is purely on rank and your choice. Quota system is also taken care during allotment. Allotment is made before the completion of the traning.

yes, if you are allotted with the Railway of your home state. There are many railways which are very much in demand and if you don’t get your first choice during probation, thereafter, it is difficult to change.

As you mentioned that it is a 24*7 job, I want to make sure that this job has a good work life balance which is the most important aspect that I would seek in a job.
1.How much time do they have to remain at the workplace?
2.Do they have to work on Saturdays and Sundays?
3.Is there enough time for family, hobbies, sports/physical activity?
4.How difficult is it to get a leave?
24*7 hours working means to ensure your availability at instant of time. In fact, this is the expectation from executive level in any organisation.
1. It is 5 days a week working system. Saturday and Sundays are not schedule working days but you yourself may choose to work at least on Saturday for your field inspections, visit of your boss, clearing files etc.
2. You will have sufficient time for family, hobbies, sports and physical activity depending on your time management. Many people say that don’t get time to look after their family, that is true for many jobs.
3. Getting leave in any organisation depends on your equation and understanding with the boss. In case of emergencies, generally no one denies. For family excursion it depends on situation.
The issues raised by you are not so major to debate on the subject. You look any organisation, such pin pricks will always be there. Indian Railway life is like a big family life. I suggest prepare for the examination with full confidence. Best of luck
sir irts officers can reach to the post of drm ,gm my grandfather is railway retired guard and they told me that early only mechanical engineers are preffered and applicable for these posts
It is not so any more. In earlier days, Civil, Mechanical and IRTS were finding posting as DRM. Now the situation has changed and officer from every cadre gets the opportunity to rise to the level of DRM and GM.
if a person selected in irts is completing its training period at the age 27 then he will get about 33 years of service is this sufficient period for getting the higher posts in railway like drm , gm and even for member of traffic, member of railway board (mr.arunendra kumar)
sir i am of 20year and preparing for civil services and want to get irts as i have told you my grandfather is retired A grade guard and he wanted to see me as an officer in railway so that i can serve and improve the railway infrastucture to fulfill the future demands.
If someone completes his training at the age of 27, he may get the opportunity to become DRM and not GM and above. For that, the person shall complete his training at the age of 25 years. You said, you are 20 years and succeed in ist or 2nd attempt, you may rise to the level of GM and above. Beside, it also depends on the age profile of your batch and two batches above you which is not in your hand. This desire of seeing the top positions remains during the first two years and not after you are in the profession.

This is one of the most burning desire to know the take home salary of candidates appearing for competitive examination. It is a fact that the salary and perks are not encouraging and you may get a better take home salary in psu's and private organisation. But it is the tag of Class I officer and functioning that attracts young officers. The salary during the first three years you get is as follows:
Ist Year: Basic 15600/-, Grade Pay 5400/- DA 90% (increased to 100%) 18900/-, TPT/G 3040 = Rs. 42940/-
Second Year: Basic 16880/-, Grade Pay 5400/- DA 90% (increased to 100%) 20052/-, TPT/G 3040 = Rs. 43817/-
Third Year: Basic 16230/-, Grade Pay 5400/- DA 90% (increased to 100%) 1890019467/-, TPT/G 3040 = Rs.45372/-
As regard perks, there is nothing which is specific to IRTS probationers. Every railway officer is entitled to 6 sets of free privilege and 6 set of PTO and that all. As regards HRA and transport allowance, it does not matter because you will certainly avail railway accommodation and transport.

No friend, there is no advantage in promotion, except that you can pursue Phd even after joining.
Sir, I am doing M.TECH from IIT Delhi. I got AIR 12 and i will probably get IRSSE. Sir, railways joining comes in month of December, so, Is it worthwhile to extend the joining by 6 months and complete my last semester of M.Tech. Do taking extension hampers seniority or desired posting or doing M.tech has advantage in these services in the later stage of my carrier.
For promotion to the post of General Manger only, the inter-se senioirty is prepared based on the rank and date of joining. Only at that stage it matters. It will be after more than 30 years of service and no one knows the rules that matters at that time. Presently there is no advantage of having M.Tech degree but no one knows what is there in store for the future. It will be better to complete as the delay is only of six months, and if you don’t, there is every likely hood of you yourself cursing at a later date.

I am presently pursuing 4th year in the department of Mechanical Engineering enrolled in its Dual degree course (Five year of duration).I am targeting ESE-14. but I can’t produce my provisional certificate of my degree. As the complete procedure will take nearly one long year, where I would get my certificate in july-15. can I hold my provisional certificate till that date. Is there any provision that allow me to submit it later at the time of joining the training. please clarify on this. thank you sir.
ESE-14 is already advertised. Eligibility criteria is given their in the notification and one should have completed his engineering degree course before appearing in the written test even if the degree is provisional. In your case, your institute will not be giving you any certificate of qualifying B.Tech in July 2014 and Dual degree in July 15 or to say stage-wise certification. In that case you don’t hold any degree for ESE-14 and may not qualify. In order to be sure about it, you may try filling up the form and some stage it will say ‘sorry’ if you are not eligible.

Abhinav money issue has confused not only you but many. They took wrong decision in life and could not do that what they actually wanted to do in life. Being an IITen, live a life where money follows you instead you following the money even if it is delayed. This is irrespective of whether you work in Govt. or outside. How the salary grow in pvt. and how much is in perks may also be worked out. I have given an analysis of initial salary and how it has grown for a person retired recently in the post itself. This is take-home salary.
Sir, will you be kind enough to tell me how an Electronics and Communication engineer can be suited for Indian Railway Stores Service (IRSS), like what are his/her responsibilities wrt the engineering domain i.e., E&C in this sector.
While doing your Electronics and Communication engineering; you have not only studied the core subject but also basic fundamentals of engineering, management, science and most importantly developing your mind for logical thinking, innovative, doing work smartly etc. Core subject will be of use to the extent of understanding the item under procurement better, but certainly it will be the other associated field of knoweldge. Stores Department in Indian Raiwlay is responsible for the procurement of equipment and their maintenance spares for Electrical, Mechanical and S&T department and technical knowledge helps in some cases. There are three departments associated in the entire procurement exercise namely technical, stores and Finance. The role of stores department is for ensuring procurement and availability of standardised stock items and procurement of non-stock items as per indent from technical department. Responsibility is more of ensuring laid down process management at each step rather then technical issues for which the responsibility lies with technical deaprtment.

1. Most of the departments for which recruitments are done have transferrable jobs – IAS, IPS and reading through your posts Railways class A jobs too.
Is there any department or class A/B jobs which are non-transferrrable or with transfers limited to metro cities ?
2. If home cadres are assigned on the basis of ranks , does this mean I can practically be posted anywhere in the country ?

Para-wise remarks are as follows:
1. There are some group B services such Railway Board Secretarial Services through CSE, where you work in Railway Board only.
2. Transfer is part of the Govt. service. In Railways, it is difficult to avoid transfers in the initial stage of posting but one can manage long term postings in Mumbai(CR,WR,MRVC), Delhi(NR,RlyBd,IRCTC etc), Kolkata(ER, SER,Metro) as there exists Divisions, Railways, Railways PSUs, etc. But in any case 3/4 transfers are unavoidable.
4. You can be posted any where in India, but zone/State is allotted based on your marks and option.
Pl read carefully why one should join, and why one should not given at the end.

Generally, candidates join M Tech course while preparing for ese exam. IIT Delhi and Roorkee are very popular for such preparation. As regard coaching institute, i may not be able to adivse but look for a company of like minded friends and share knowledge bank.

Class I officer upto Sr.Scale are taken into Operating Department. Class I officer are genrally preferred for Operartional post. Best performing officers are genrally given operational post. Generally the officer get stamped for their competancy when you rise in the cadre and preferred for posting in opertation and commercial. But it shouold not matter for future prospects in any way.

1. You rise in the cadre of Signal and Telecommunication department upto the level of Additional Member and in Ex. Cadre post as Divisional Railway Manager and General Manager. Practically speaking. one can rise to the level of General Manager subject to that you had two years to go before retirement when your turns come in the combined seniority of all cadres.

If your entry age is 23, you are very likely to rise the level of Controller of Stores in Stores cadre and thereafter ex-cadre post of General manager. I am unable to understand your first question. As regards balance two, the duration is of 18 months (around) and Railway is alotted by Railway Board ( Additional Member Stores in case of Stores Officers) based on option and rank. Quota is also taken into consideration for the purpose. Once is Railway is alotted. the posting in a Railway is done by PHOD (Controller of Stores)

1. It is not mandatory but generally the promotions are in time.
2. There are three divisions namely Bangalore, Mysore and Hubli. The posting of stores officers is generally in Stores Depot attached to a Workshop/Loco Shed and in HQ as purchase officer. There is one post in the Division to arrange purchases for the division. The transfers are possible in JS, SS or JA grade but dealt at Railway Board Level.
3. Yes you may get, but not of long duration for preparation to CSE etc.

5. You get 8 days Casual, 2 days RH. 30 days LAP, 15 days LHAP and many other leaves for which you can check the establishment rule at Railway Board site. You are allowed plenty of leave but the issue may be in getting it sanctioned from the boss.

Is there are any chances of me becoming DRM? Sir, I understand it is too early to think about it but actually I have not a clear idea of promotion aspects in IRSME?
I have heard that almost all of the officers get upto Sr. DME(JAG)..!!!! Is it true?

Initially,the posting of IRSME officers is in division or sub-division?
1. Opportunity for promotion to DRM is to all cadres is uniform. You are having fair chances to rise to the post of DRM when you will be around 50-51 years of age. That is why friend, don’t worry too much about what is going to happn after 25 years and enjoy the postings you get in the begining.
2. This is not correct. JAG promotion one gets after about 8 years of service and as you are joining at the age of around 25 years, you certainly will rise to the level of Chief Mechanical Engineer.
3. There are no laid down norms for transfer. The first two promotions are with 6 years of service and therefore, you may encounter 2/3 transfer but once posted as BO/Sr.DME, the tenure will be of 4-5 years. Unless you have the issue of spouse working, transfer will not cause any problem.
4. Generally, Class I officers are posted in a Division. Diesel sheds are located at places other than division, like Abu Road, Siliguri, Andal, Gonda, Ludhiana, Erode, Kajipet, Itarsi, Katni etc. and in that way your initial or even upto JA grade posting will be in a sub-division. These sub-divisional posting is not bad generally having all facilities.

There are generally three shifts and you will be assigned one of the shift i.e. 08-16, 16-24, 0-08hrs. Shift working depends on the area you are working. Generally there is no change in the functional part of duty for first one or two prohibitions. I will suggest you target Class LDCE competitive examination right from the day one i.e. training period itself, for which you will be entitled after five years of service. I’ve joined Indian Railway on April 2014 as JE and presently in my training period. I have service bond of 5 years. I’m preparing for ESE and other state govt n PSU exams. If I get selected in anywhere of higher Grade Pay do I have to pay the bond money? Do I get NOC for the interview? What will happen if I don’t inform or resign and join another Govt. service?
Don’t bother for the bond and prepare for the examination with confidence and determination. Generally the bond is transferred from one govt. organisation to another govt. organisation and that too with a higher post.I am not so sure about PSU, but it may be so there also.
